David Carden, Deputy Regional Humanitarian Coordinator for the Syria Crisis on the humanitarian situation in Syria. ------------------------------ The Deputy Regional Humanitarian Coordinator for the Syria Crisis, David Carden, said, “This is the time to invest in Syria, as the country is in a pivotal stage of transition, to help shape the most self-reliant future for its people and to support safe and dignified returns.” The Deputy Humanitarian Coordinator today (21 Apr) briefed the reporters on the humanitarian situation in Syria via video link. He said, “Today we have a new Syria. One that's brimming with hope and opportunity.” “While the levels of conflict have subsided in many parts of the country, the humanitarian crisis in Syria is far from over,” Carden said. He explained, “More than 16 million people today in need of aid. That is seven out of every ten Syrians. The majority of whom are women and children. Over 40 percent of the needs are concentrated in Idlib and Aleppo. And whilst we have seen a gradual increase in returnees this year, Syria does remain one of the world's largest displacement crises, with seven million people displaced after ten years.” The Deputy Regional Humanitarian Coordinator highlighted that the UN and its partners are doing whatever they can with the resources available, expressing deeply alarm by the lack of funding, “which has already led to the suspension of water and sanitation services in camps, safe spaces for women and girls and other humanitarian activities across Syria,” he said. According to his office, to date, the humanitarian community has secured $179 million, less than 9 percent the $2 billion needed to help the most vulnerable until the end of June this year. Carden also said, “We sincerely hope that the humanitarian phase will be as short as possible, so we can move towards recovery and reconstruction. And in that context, see the further easing of sanctioned.” The position of the Deputy Regional Humanitarian Coordinator for the Syria Crisis will be officially abolished as of Tuesday (22 Apr). This is part of the UN's transition efforts in a new Syria, with the aim of streamlining the coordinated response under the leadership of Damascus. Carden said, “The discontinuation of my post. I hope it also reflects Syria's trajectory towards a brighter and more stable future. The most vulnerable people in Syria deserve no less and I wish them all the very best.”

And I heard how mercury from illegal mining is harming Indigenous Peoples in the region, as in many others, namely, including Brazil - poisoning their water and food supplies. Everywhere, Indigenous Peoples are on the frontline of climate change, pollution, and biodiversity loss – despite having done nothing to create these crises and everything to try to stop them. Eviction and illegal exploitation continue to harm your people and grossly violate your rights. You face marginalisation, discrimination, unemployment, economic disadvantage and horrendous violence – particularly as you seek to defend our common home. And too often you are excluded from decisions that directly impact your land and territories – threatening your ways of life and food security. Meanwhile, a looming threat grows – the race for minerals critical to the global energy transition – a large proportion of which are located on or close to Indigenous Peoples’ territories. As demand soars, too often we see dispossession; exclusion and marginalisation in decision-making; the rights of Indigenous Peoples trampled and health jeopardised, all as you are denied the benefits you deserve. He said that the difficulties facing Indigenous Peoples around the world are an affront to dignity and justice, and a source of deep sorrow for him personally. The Secretary-General noted that everywhere, Indigenous Peoples are on the frontline of climate change, pollution, and biodiversity loss – despite having done nothing to create these crises and everything to stop them. He pointed out that eviction and illegal exploitation continue to harm Indigenous Peoples and grossly violate their rights, and that they face marginalisation, discrimination, unemployment, economic disadvantage and horrendous violence. The Secretary-General stressed that governments must honour their obligations in the Declaration on the Rights of Indigenous Peoples – without delay, and bring Indigenous Peoples, particularly women, into all forms of decision making. He also urged countries, companies and more, to work with us to deliver on all the recommendations of the Panel on Critical Energy Transition Minerals, addeding that he will soon launch the High-Level Expert Advisory Group to accelerate action on benefit sharing, value addition, and fair trade – and to make sure that the needs and inputs of Indigenous communities will be key. **Sudan Turning to Sudan, as you know, we have been warning of the horrifying reports that we are getting from El Fasher and Zamzam camp in North Darfur State. Those horrendous reports include the killings, sexual violence, and huge displacement, as well as the massive humanitarian needs of those who are there. Today, the Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, spoke by phone separately with General Abdel Fattah Al-Burhan of the Sudanese Armed Forces and with General Abdelrahim Dagalo of the Rapid Support Forces, who is the second-in-command of the RSF forces. He noted their commitment to give us full access to get aid in. The Under-Secretary-General stressed that we are mobilized to reach and support civilians. The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) also warns that the situation is further compounded by rising levels of food insecurity, placing people at heightened risk of malnutrition and famine. In a statement issued over the weekend, the Resident and Humanitarian Coordinator in Sudan, Clementine Nkweta-Salami, warned that the humanitarian community in Sudan has faced critical and intensifying operational challenges in North Darfur, driven by the forced and large-scale displacement of civilians from established infrastructure and humanitarian services. The UN continues to call on all parties to the conflict to respect international humanitarian law – and urges donors to provide rapid and flexible funding to maintain the humanitarian response in North Darfur. The Special Representative of the Secretary-General for Haiti María Isabel Salvador today (21 Apr) told the Security Council that all Member States “must increase support to Haiti security forces,” including the Multinational Security Support Mission (MSS), “not as a matter of choice, but of necessity as no viable alternative remains.” Since her last briefing, Salvador said, “the security situation in Haiti has further deteriorated,” and called on Council Members “to better understand what is liable to become a point of no return from the Haitian crisis.” She said, “The magnitude of the violence has sown panic among the Haitian population. They fear the complete collapse of the state under pressure of criminal groups. Many people have organised themselves to protect their residential areas, their families and their communities.” In recent days, Salvador said, “frustration has prompted thousands of citizens to take to the streets, calling for more efficient measures, whereas certain politicians have exploited this growing insecurity in order to challenge the authorities in place.” She noted that “national authorities have stepped up their efforts to, within their means, enhance the capabilities of the security forces and to improve coordination between the police, the Haitian Armed Forces and the Multinational Security Support Mission.” Salvador, who is also the Head of the United Nations Integrated Office in Haiti (BINUH), said, “Haiti's humanitarian crisis has reached critical levels. Cholera outbreaks and gender based violence, especially in displacement sites, are widespread. Insecurity has closed 39 health facilities and over 900 schools in Port-au-Prince.” She urged Member States, “to support the 2025 Humanitarian Response Plan” and said the UN “remains committed to helping deliver lifesaving assistance, especially to women, girls and children, and to promoting social peace through government led efforts.” Briefing via video teleconference, Kenya’s National Security Advisor to the President, Monica Juma said, “the MSS has the right mandate. The MSS has the right officers with the right competencies, and there the political leadership is keen to restore security. What the mission needs is to be fully deployed and adequately enabled. An urgent expansion of the MSS personnel is therefore essential in order to deliver the intended impact and meet the legitimate high expectations of the Haitian people.” For his part, Haiti’s Ambassador Ericq Pierre said, “As they say, for great ills, great remedies. The Republic of Haiti is prepared to discuss and support, as appropriate, any initiatives of its traditional partners aimed at helping rid the country of gangs that terrorize the population.” Pierre said, “the leader of the Haitian gangs and their allies, for the most part, are well known and are in Haiti.” Outside the Council, French Ambassador Jérôme Bonnafont, flanked by representatives from Denmark, Greece, Guyana, Panama, the Republic of Korea, Sierra Leone, Slovenia, and the United Kingdom on behalf of the Shared Commitments on Women, Peace and Security group and expressed “unwavering support for all the women and girls of Haiti” as “unprecedented levels of violence across the country, notably gun violence threatens peace and security and the stability of the transitional Presidential Council.” The Secretary-General’s report on Haiti describes several attacks carried out by gangs in the Port-au-Prince area, increasing pressure on previously safe neighbourhoods and raising fears of an “imminent collapse” of state presence in the capital. It also highlights attempts by gangs to expand control beyond Port-au-Prince. Regarding the political situation, the Secretary-General’s report notes that elections are key to ending Haiti’s protracted political transition.

Tributes have been paid around the world to Pope Francis, who died on Easter Monday. The Vatican said he died following a stroke, less than 24 hours after appearing in a wheelchair at St Peter's Square to lead an Easter address in front of thousands of worshipers. Services have been held around the world as around 1.4bn Catholics begin to mark the Pope's death. Cardinal Kevin Farrell said the pope had "returned to the home of the Father…. He taught us to live the values of the Gospel with fidelity, courage and universal love, especially in favour of the poorest and most marginalised." The Vatican said Francis died after suffering a stroke and subsequent irreversible heart failure. Francis will lie in state in St Peter's Basilica, where mourners will be able to attend to pay their respects, before a funeral is held, which usually takes place within four to six days after a Pope dies. The Pope requested that some elements of the elaborate death rites which usually take place after a pontiff's death be dispensed with, including using an ornate coffin and displaying his body on a raised platform. In his final testament, released by the Vatican late on Monday, he asked to be buried in Rome's Basilica of St Mary Major. Many of his predecessors instead chose St Peter's Basilica in the Vatican. Francis's death sets in motion the process of selecting a new Pope through an election known as a conclave. The College of Cardinals - the Church's most senior officials - will be summoned to Rome to take part in the secretive vote. The Pope appointed cardinals from a broader range of geographic and theological backgrounds than some of his successors, which could make the outcome of the process more difficult to predict than usual. Francis had endured bouts of ill-health in recent years, and was most recently discharged from Rome's Gemelli Hospital on 23 March after being treated for pneumonia in both lungs. His doctors had advised a period of rest. However Francis continued to make some public appearances in his final weeks. During his final public appearance on the balcony of St Peter’s basilica on Easter Sunday, Francis spoke briefly. His appearance on a key day in the Catholic calendar was celebrated by worshipers. Tributes have poured in from around the globe. The acting head of the Church of England, the Archbishop of York, described him as a "holy man of God" who was "also very human". Italy's Prime Minister Giorgia Meloni praised the Pope as a "great man" and said she had the privilege of enjoying his friendship, advice and teachings. King Charles III said in a statement that he was "deeply saddened" to hear of the Pope's death and praised his "tireless commitment". UK Prime Minister Keir Starmer shared his condolences "to the whole of the Catholic Church" and called the pontiff a "Pope for the poor, the downtrodden and the forgotten". US President Donald Trump wrote on social media: "Rest in peace Pope Francis! May God Bless him and all who loved him!" The Pope was born Jorge Mario Bergoglio on 17 December 1936 in Buenos Aires, Argentina, where his parents had fled to from their native Italy to escape fascism. In 2013, Francis's predecessor Benedict XVI became the first Pope to retire voluntarily in almost 600 years - and for almost a decade, the Vatican was home to two Popes. Francis was chosen to succeed him during the conclave that followed Benedict's departure, and became the first non-European Pope since Syrian-born Gregory III, who died in 741. Before becoming Pope Francis positioned himself as a compromise candidate by appealing to conservatives while attracting the reformers with his liberal stance on social justice. He supported the rights of refugees and migrants. But on many of the Church's teachings, Pope Francis was a traditionalist. He was at times supportive of some kind of same-sex unions for gay couples but did not favour calling it marriage. This, he said, would be "an attempt to destroy God's plan". He took part in an anti-abortion march in Rome - calling for rights of the unborn "from the moment of conception".
