The Universal Declaration of Human Rights is among 74 new additions to UNESCO’s Memory of the World Register, the Director of the Division for Digital Inclusion and Policies and Digital Transformation at UNESCO, Guilherme Canela de Souza, told reporters in New York today (17 Apr) Briefing via video teleconference from Paris, Canela de Souza said, “it's impossible to protect and promote the free flow of ideas and knowledge, if we haven't preserved this knowledge, these ideas in the first place.” He said the Memory of the World Register “is about the documental heritage, is about protecting our ideas, our knowledge, in order for us to be able to communicate them, to be accessible.” The UNESCO official said, “if we want to know the chemical composition of our planet, we go to the periodical table. If we want to understand the human journey in this planet, the human journey related to knowledge, it's a good start to look into the Memory of the World Register. There you are going to find what we have been doing related to music, to philosophy, to cinema, to international relations, to religion, to human rights, to history in general, to science, to languages, to literature.” He said, “the new 74 collections that the Executive Board of UNESCO just approved today in its session, they were suggested by 72 countries from all over the world, plus four international organisations.” The Geneva Conventions and their protocols, “a cornerstone of international humanitarian law,” Canela de Souza said, is also being inscribed. A third document, he continued, “is the 1991 Windhoek Declaration on promoting an Independent and pluralistic African press,” which he added, “is a particularly important relevance for press freedom. It this actually the origin of the World Press Freedom Day.” The Register consists of documentary collections including books, manuscripts, maps, photographs, and sound or video recordings, which bear witness to the shared heritage of humanity. These items often are extremely fragile and at risk of deterioration or exposure to disaster. Collections are added by decision of UNESCO’s Executive Board, following the evaluation of nominations by an independent international advisory committee.

He spoke on the status of the negotiations taking place in the UN General Assembly. Ambassador AlBanai said, “The Pack to the Future recognizes the centrality of a reformed Security Council in strengthening multilateralism and restoring trust in global governance.” “Notably, the Pack includes the most progressive and concrete commitment to Security Council reform since the 1960s. It aims to enhance the Council's effectiveness and representativeness with a particular emphasis on addressing the historical injustice against Africa,” he added. The Chair of the negotiation group highlighted that the session of Security Council reform within the packet outlines three key actions. He explained, “The first action addresses areas of convergence and parameters for reform, such as improving the representation of underrepresented and unrepresented regions and groups, including Asia Pacific, Latin America, and the Caribbean.” “It also calls for intensified efforts to find agreement on the issue of categories of membership,” Ambassador AlBanai added. The second action focuses on the IGN process itself, he said, “encouraging the submission of additional models with a view toward developing and consolidated models in the future.” The Chair of the negotiation group added that the third action proposes interim concrete measures to enhance the Council's capacity to maintain international peace and security in the meantime, “including the full implementation and adherence of article 273 and all provisions of the UN Charter as they relate to decision making processes in the Council.” The Kuwaiti Ambassador encouraged all Member States and negotiating groups to put forward new proposals or update to existing ones. “The spirit of reform requires both courage and creativity, and the active engagement of all delegations remains essential as we work to find consensus on core elements of the Security Council reform,” he concluded.

Press conference by Amy Pope, Director General of then International Organization for Migration (IOM), on her visit to Haiti. -------------------------- The head of the International Organization for Migration (IOM) warned that escalating violence and funding shortfalls are crippling humanitarian efforts in Haiti, where over one million people are now displaced - triple the number from just a year ago. “It is incredibly difficult to get to the people who are most in need,” said IOM Director General Amy Pope at a press briefing in New York today (Apr 16). “The capital city of Haiti, Port-au-Prince, is 85 percent occupied by gangs. It is impossible for people to go in and out of the capital city safely by road, even for humanitarian workers and the diplomats who work in the capital.” Gang control over vast areas of the capital has forced families to flee repeatedly, leaving many without access to shelter, clean water, or medical care. “I had the chance to see some of the humanitarian sites… and you just see thousands of people who are stacked one on top of the other in very, very tight quarters,” Pope said. The crisis is compounded by deportations. Nearly 200,000 Haitians were returned from neighboring countries last year, placing additional strain on already overwhelmed services and infrastructure. “Like every other UN agency, we are navigating a complex situation - not just of access, but also of financing,” Pope noted. “Many of our partners have lost funding altogether… and of course, they were not able to meet all of the humanitarian needs that existed even before these most recent funding cuts.” Pope said IOM staff have been directly affected by the violence. “We ourselves have had staff who've been kidnapped, staff who have had to be evacuated, [and] otherwise been significantly impacted by the situation,” Pope said. With resources dwindling, IOM has undertaken internal reforms to sustain critical operations. “We moved very, very fast to localize staff closer to where our operational capacity is ongoing… and we have made a number of tough decisions to make sure that we're really focused on core IOM activities,” concluded Pope.

The Israeli military has said "professional failures" led to the killing of 15 emergency workers in Gaza last month. An inquiry into the incident by the Israel Defense Forces (IDF) found a series of failings, including an "operational misunderstanding" and a "breach of orders". The deputy commander of the unit involved has been dismissed "for providing an incomplete and inaccurate report during the debrief". A spokeswoman for the Palestine Red Crescent Society (PRCS) said the report was "invalid" as it "justifies and shifts the responsibility to a personal error in the field command when the truth is quite different". Fourteen emergency workers and a UN worker were killed on 23 March after a convoy of PRCS ambulances, a UN car and a fire truck came under fire by the Israeli military. In a statement, the IDF said its troops opened fire believing they were facing a threat from enemy forces. The IDF said its investigation found six of the casualties were Hamas members, and rejected that there had been summary executions. The report said the incident took place in what it called a "hostile and dangerous combat zone", and that the commander on the ground perceived an immediate and tangible threat after vehicles approached rapidly. It blamed "poor night visibility", which the IDF said meant the commander did not identify the vehicles as ambulances. Israel had originally claimed troops opened fire because the convoy approached "suspiciously" in darkness without headlights or flashing lights. It said movement of the vehicles had not been previously co-ordinated or agreed with the army. But a video found on the mobile phone of a medic who was killed showed the vehicles with their lights on and their emergency signals flashing. The footage shows the vehicles pulling up on the road when shooting begins just before dawn. The video continues for more than five minutes, with the paramedic saying his last prayers before the voices of Israeli soldiers are heard approaching the vehicles. It also shows the vehicles were clearly marked and the paramedics wearing reflective hi-vis uniform. The bodies of the 15 dead workers were buried in sand. They were not uncovered until a week after the incident because international agencies, including the UN, were not permitted safe passage to the area.
