Highlights: Cyprus Security Council Occupied Palestinian Territory Lebanon Democratic Republic of the Congo Chad Central African Republic International Day for Disarmament and Non-Proliferation Awareness International Women’s Day CYPRUS The Secretary-General will convene the two Cypriot leaders and the Guarantor Powers of Greece, Türkiye and the United Kingdom for an informal meeting on Cyprus at the United Nations Office at Geneva (UNOG), in Switzerland from 17 to 18 March. This meeting is being held in the context of the Secretary-General’s good offices’ efforts on the Cyprus issue and in line with his commitment on 15 October 2024. The informal meeting will provide an opportunity for a meaningful discussion on the way forward on the Cyprus issue. The United Nations remains committed to supporting the Cypriot leaders and all Cypriots. SECURITY COUNCIL The Security Council held closed consultations on the Middle East this morning. Sigrid Kaag, the Senior Humanitarian and Reconstruction Coordinator for Gaza, briefed Council members by VTC. This was her last briefing to the Council in that capacity; as you know, she also now serves as the UN Special Coordinator for the Middle East Peace Process. Ms. Kaag noted to Council members that Israel announced the suspension of humanitarian aid to Gaza on Sunday, 2 March, pending further discussions on the next phases of the ceasefire agreement. She recalled that the Secretary-General has urged the parties to uphold their commitments and implement them in full, and for Member States to use all the leverage they have to support this. OCCUPIED PALESTINIAN TERRITORY The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) today warned that the recent closure of all crossing points for cargo in Gaza is undoing critical progress made in delivering vital, life-saving assistance since the ceasefire took hold on 19 January. OCHA said that food security in Gaza is at risk of worsening, and humanitarian partners warn that if the disruption to aid entry continues, at least 80 community kitchens may be forced to suspend their activities and no long work. The UN and its partners are still distributing food parcels and flour to households. These distributions may be reduced or suspended so that bakeries continue to receive the supplies required for them to keep operating and keep making bread. Food security partners are also distributing vegetable seeds and animal feed to support the restoration of local food production, but this, too, depends on a steady inflow of supplies. For its part, the UN Population Fund (UNFPA) underscores that the cutoff of aid will have far-reaching consequences for women and girls. Over the past 10 weeks, UNFPA and its partners have provided 170,000 women and girls with reproductive health and protection services, set up 16 temporary health facilities and supported thousands of pregnant women, along with providing vital supplies to nearly 4,500 mothers. Education is another concern. Access restrictions are making it harder for schools to resume learning activities, given shortages of educational supplies in the markets. Some students have been able to return to school after displaced families vacated school buildings that had been used as shelters. However, those facilities lack proper furniture, clean water, functioning toilets and basic materials, such as paper and pencils. Beyond access, OCHA says that funding for the humanitarian response remains a major challenge. More than two months into the year, the UN has secured less than 4 per cent of the $4 billion required to meet the most basic humanitarian needs across the Occupied Palestinian Territory, especially in Gaza. The scale of the needs is staggering – and unfortunately, so is the shortfall and funding. Remarks by Secretary-General of the United Nations, António Guterres, to the Extraordinary Arab League Summit on the situation in the Middle East/Gaza. --------------------- Secretary-General António Guterres said Gaza “must remain an integral part of an independent, democratic and sovereign Palestinian State — with no reductions in its territory or forced transfer of its population.” Speaking at the emergency summit of Arab nations on the situation in the Middle East and Gaza reconstruction in Cairo, Guterres welcomed Arab-led efforts to mobilize support for Gaza’s recovery. He said, “Palestinians in Gaza have suffered beyond measure. And the risk of even greater devastation looms. This Summit is an important signal that the world has a collective responsibility to support efforts to end this war, relieve profound human suffering and secure lasting peace.” The Secretary-General stressed that “we must avoid at all costs the resumption of hostilities that would plunge the millions back into an abyss of suffering and further destabilize the region.” The territorial integrity and the sovereignty of Lebanon and Syria, he added, “must be respected.” He stressed that rebuilding the war-ravaged territory must be guided by principles that respect international law and prevent further cycles of violence. Guterres said, “ending the immediate crisis is not enough. We need a clear political framework that lays the foundation for Gaza’s recovery, reconstruction and lasting stability. That framework must be based on principles and respect for international law.” He emphasized that “Israel’s legitimate security concerns must be addressed, but that should not be through long-term Israeli military presence in Gaza.” The Secretary-General said, “reconstruction requires governance and security arrangements that can help guarantee a brighter, more stable future for Palestinians and Israelis alike,” and highlighted “the critical role” of the UN Relief and Works Agency (UNRWA) “that continues to deliver in the most difficult circumstances.” Beyond Gaza, he said, “we see an alarming situation unfolding in the West Bank” and added that “Israeli security forces have launched large-scale operations, including airstrikes and also the deployment of tanks for the first time in over two decades.” Guterres said, “over 40,000 Palestinians have been forcibly displaced in the last month — the largest displacement in the West Bank in decades. Meanwhile, demolitions, evictions and settlement expansions continue, while settler violence is on the rise. All of this is further weakening the Palestinian Authority at a time when its role is more crucial than ever. I call for urgent de-escalation. Unilateral actions, including settlement expansion and threats of annexation, must stop.” He said, “the Palestinian people must have the right to govern themselves, to chart their own future, and to live on their land in freedom and security. There must be irreversible steps now toward the realization of the two-State solution — before it’s too late. The only path to lasting peace is one where two states — Israel and Palestine — live side-by-side in peace and security, in line with international law and relevant UN resolutions, with Jerusalem as the capital of both states.” The war in Gaza has left an unprecedented level of destruction, with an estimated 51 million tons of rubble blanketing the landscape where bustling neighborhoods once thrived. According to a new UN damage and needs assessment report, over 60 percent of homes – amounting to some 292,000 – and 65 percent of roads have been destroyed, across the approximately 360 square kilometer enclave. UN agencies along with partners, including the World Bank, estimate that $53 billion will be needed for recovery and reconstruction.

No area of Sudan is immune from these horrendous crimes. UNICEF said that data compiled by gender-based violence service providers in Sudan shows that 221 rape cases against children were recorded since the beginning of 2024. UNICEF pointed out that these figures represent only a small fraction of total cases. We of course join Catherine Russell, the Executive Director of UNICEF, in stressing that this is an abhorrent violation of international law and could constitute a war crime, and it must stop. UNICEF is working in partnerships to establish safe spaces that provide gender-based violence services for survivors, as well as integrating these into health services at health centers and mobile clinics and providing relevant medical supplies to victims.
