Remarks by Secretary-General of the United Nations, António Guterres, to the Extraordinary Arab League Summit on the situation in the Middle East/Gaza.

Secretary-General António Guterres said Gaza “must remain an integral part of an independent, democratic and sovereign Palestinian State — with no reductions in its territory or forced transfer of its population.”
Speaking at the emergency summit of Arab nations on the situation in the Middle East and Gaza reconstruction in Cairo, Guterres welcomed Arab-led efforts to mobilize support for Gaza’s recovery.
He said, “Palestinians in Gaza have suffered beyond measure. And the risk of even greater devastation looms. This Summit is an important signal that the world has a collective responsibility to support efforts to end this war, relieve profound human suffering and secure lasting peace.”
The Secretary-General stressed that “we must avoid at all costs the resumption of hostilities that would plunge the millions back into an abyss of suffering and further destabilize the region.” The territorial integrity and the sovereignty of Lebanon and Syria, he added, “must be respected.”
He stressed that rebuilding the war-ravaged territory must be guided by principles that respect international law and prevent further cycles of violence.
Guterres said, “ending the immediate crisis is not enough. We need a clear political framework that lays the foundation for Gaza’s recovery, reconstruction and lasting stability. That framework must be based on principles and respect for international law.”
He emphasized that “Israel’s legitimate security concerns must be addressed, but that should not be through long-term Israeli military presence in Gaza.”
The Secretary-General said, “reconstruction requires governance and security arrangements that can help guarantee a brighter, more stable future for Palestinians and Israelis alike,” and highlighted “the critical role” of the UN Relief and Works Agency (UNRWA) “that continues to deliver in the most difficult circumstances.”
Beyond Gaza, he said, “we see an alarming situation unfolding in the West Bank” and added that “Israeli security forces have launched large-scale operations, including airstrikes and also the deployment of tanks for the first time in over two decades.”
Guterres said, “over 40,000 Palestinians have been forcibly displaced in the last month — the largest displacement in the West Bank in decades. Meanwhile, demolitions, evictions and settlement expansions continue, while settler violence is on the rise. All of this is further weakening the Palestinian Authority at a time when its role is more crucial than ever. I call for urgent de-escalation. Unilateral actions, including settlement expansion and threats of annexation, must stop.”
He said, “the Palestinian people must have the right to govern themselves, to chart their own future, and to live on their land in freedom and security. There must be irreversible steps now toward the realization of the two-State solution — before it’s too late. The only path to lasting peace is one where two states — Israel and Palestine — live side-by-side in peace and security, in line with international law and relevant UN resolutions, with Jerusalem as the capital of both states.”
The war in Gaza has left an unprecedented level of destruction, with an estimated 51 million tons of rubble blanketing the landscape where bustling neighborhoods once thrived.
According to a new UN damage and needs assessment report, over 60 percent of homes – amounting to some 292,000 – and 65 percent of roads have been destroyed, across the approximately 360 square kilometer enclave.
UN agencies along with partners, including the World Bank, estimate that $53 billion will be needed for recovery and reconstruction.

Also I want to flag the Secretary-General’s video message to the Tokyo Conference, whose theme is “International cooperation and restoration of peace on the 80th anniversary of the founding of the United Nations.”
In his remarks he said that as we prepare to mark the 80th anniversary of the devastation of Hiroshima and Nagasaki, we will continue to be guided by the inspiring example and vision of the hibakusha for a world free of nuclear weapons.
Mr. Guterres also encouraged participants to advance the objectives of the Pact for the Future and drive multilateralism into the future.
SUDAN
The UN Children’s Fund today warned that millions of children in Sudan are at risk of rape and other forms of sexual violence, which is being used as a tactic of war.
According to UNICEF, armed men are raping and sexually assaulting children, including infants as young as one, amid the nationwide conflict which is rippling across Sudan. No area of Sudan is immune from these horrendous crimes.
UNICEF said that data compiled by gender-based violence service providers in Sudan shows that 221 rape cases against children were recorded since the beginning of 2024. UNICEF pointed out that these figures represent only a small fraction of total cases.
We of course join Catherine Russell, the Executive Director of UNICEF, in stressing that this is an abhorrent violation of international law and could constitute a war crime, and it must stop.
UNICEF is working in partnerships to establish safe spaces that provide gender-based violence services for survivors, as well as integrating these into health services at health centers and mobile clinics and providing relevant medical supplies to victims.

As the third Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons (TPNW) got underway today (3 Mar) at United Nations Headquarters in New York, Kazakh First Deputy Foreign Minister Akan Rakhmetullin welcomed new ratifications of the Treaty by Indonesia, São Tomé and Príncipe, Sierra Leone and the Solomon Islands.
Rakhmetullin, who is presiding the meeting, said, “we are now working on the final documents, final declaration on the decisions on various aspects, on various facets of our process.”
Melissa Parke, who is the Executive Director at the International Campaign to Abolish Nuclear Weapons, said, “disarmament is eminently achievable. In fact, of all the global challenges we face, this is the least complex. Humans built nuclear weapons. Humans can dismantle them. All it requires is political will and leadership.”
At present, she said, “that leadership is coming from TPNW states parties, civil society, communities impacted by nuclear weapons use and testing, and from parliamentarians, scientists, artists, cities and investors who are taking their money out of nuclear weapons.”
The International Committee of the Red Cross (ICRC), Legal Adviser Eirini Giorgiou said, “nuclear weapons continue to cast a deep shadow over our common future. The risk that they are used deliberately or inadvertently has grown exponentially. It's fuelled by ongoing conflicts, strident nuclear rhetoric and various technological developments.”
Giorgiou said the international community has “a duty to prevent the unspeakable from happening again,” and the TPNW “is a response to this urgent imperative” as it “prohibits nuclear weapons as a necessary step towards their elimination and provides a realistic roadmap for getting there.”
The ICRC Legal Adviser said, “more than half of the world's states have expressed their will to be bound by the Treaty and have subscribed to its vision for a just and peaceful future without nuclear weapons. We call on all remaining states to follow suit.”
For her part, Taraem Taukaro who is a representative of the affected community in Kiribati where nuclear test were conducted said, “these tests were conducted 68 years ago. The detrimental effects persist, particularly concerning our health. My mother has suffered from completing. My older sister was born deaf, and I experienced unexplained fainting spells during my teenage years. Many other families have faced various types of cancer, including her cervical and breast cancer.”
The Treaty was adopted on 7 July 2017 at the United Nations and entered into force on 22 January 2021. It was the first multilateral nuclear disarmament treaty to be negotiated in more than two decades.
United Nations Secretary-General António Guterres has called the Treaty “an important step towards the goal of a world free of nuclear weapons and a strong demonstration of support for multilateral approaches to nuclear disarmament.”
The third Meeting of States Parties will hold a thematic debate on the risks for humanity of nuclear conflict and its devastating humanitarian consequences. States parties will also consider the status and operation of the Treaty, addressing issues related to universality; the total elimination of nuclear weapons; victim assistance, environmental remediation and international cooperation and assistance; and security concerns.
To date, 73 States have ratified or acceded to the Treaty and 94 have signed it.
The Meeting is expected to adopt a political declaration.

Also, you will have seen that yesterday, in a statement we released, the Secretary-General urged all parties to make every effort to prevent a return to the hostilities in Gaza. He calls for humanitarian aid to flow back into Gaza immediately and for the release of all hostages.
Tom Fletcher, our Emergency Relief Coordinator, said that Israel’s decision to halt aid into Gaza is indeed alarming. He added that international humanitarian law is clear: we must be allowed access to deliver vital lifesaving aid. We need to get aid in and the hostages out, he said.
Earlier on the weekend, on Saturday, the Secretary-General, in a statement in which he noted that thousands of trucks carrying life-saving assistance had entered Gaza during the past six weeks, with aid having reached nearly every person in the Strip. And that statement was shared with you.
And he added that as Ramadan - a time of peace and reflection - begins, he calls on all sides to spare no efforts to end all violence. The UN stands ready to support all such endeavours.
OCCUPIED PALESTINIAN TERRITORY
And on the ground, since yesterday, the Kerem Shalom, Erez and Zikim crossings have been closed for cargo. This means that vital humanitarian assistance, including thousands of tents, remains undelivered.
The Spokesman told reporters that every weekday in this room, we have been very clear and provided updates from our colleagues from the Office for the Coordination of Humanitarian Affairs on how the ceasefire has allowed ourselves and our partners to scale up the delivery of life-saving assistance to the people of Gaza. The ceasefire has provided the opportunity to distribute food, to distribute water, as well as shelter assistance and medical aid, allowing nearly everyone in Gaza to receive food parcels.
Our humanitarian partners tell us that following the closure of the crossings into Gaza yesterday, flour and vegetable prices increased more than 100-fold. Partners are currently assessing the stocks that are currently available within the Gaza Strip.

The US and Israel have rejected an Arab plan for the post-war reconstruction of the Gaza Strip that would allow the 2.1 million Palestinians living there to stay in place.
The proposal, endorsed by Arab leaders at a summit in Cairo, is an alternative to President Donald Trump's idea for the US to take over Gaza and permanently resettle its population.
The Palestinian Authority and Hamas welcomed the Arab plan, which calls for Gaza to be governed temporarily by a committee of independent experts and for international peacekeepers to be deployed there.
But both the White House and Israeli foreign ministry said it failed to address realities in Gaza and stood by Trump's vision.

As talks continue to try and find a way forward for the Gaza ceasefire deal, a separate agreement between Jordan and Israel, backed by the US, is underway.
The deal saw 29 children in need of medical treatment arrive in Jordan from Gaza on Tuesday.
They're the first of an expected 2,000 children to be allowed out to the territory either because of their injuries or their medical conditions.
The UN says at least 14,500 children are reported to have been killed and many more badly wounded in the war between Israel and Hamas in Gaza.
