Noon briefing by Farhan Haq, Deputy Spokesperson for the Secretary-General. ــــــــــــــــــــــــــــــــــــــــ SECRETARY-GENERAL/GAZA In a statement was issued today, the Secretary-General said that he was deeply saddened and shocked to learn of the death of a United Nations Office for Project Services staff member, when two UN guesthouses in Deir al Balah were hit in strikes. Five other UN personnel were seriously injured. The locations of all UN premises are known to the parties to the conflict, who are bound by international law to protect them and maintain their absolute inviolability. The Secretary-General strongly condemns all attacks on UN personnel and calls for a full investigation. He underscores that all conflicts must be conducted in a way that ensures civilians are respected and protected. The Secretary-General sends his deepest condolences to the family of the staff member killed. Today’s deadly strike brings the number of UN colleagues killed in Gaza since 7 October 2023 to at least 280. The incident follows reports from yesterday, which saw the deaths of hundreds, including many children, marking one of the deadliest days in Gaza since late 2023. The Secretary-General stresses the need for the ceasefire to be respected to bring an end to the suffering of the people. Humanitarian aid must reach all people in need. The hostages must be released immediately and unconditionally. He also recalls that international law must be complied with at all times. OCCUPIED PALESTINIAN TERRITORY The Office for the Coordination of Humanitarian Affairs (OCHA) reports that Israeli bombardments continue in the Gaza Strip, resulting in many more deaths – hundreds, according to the local authorities – as well as mass displacement and the destruction of civilian infrastructure.  Many of the casualties are women and children. This morning, evacuation leaflets were again dropped over Beit Lahiya and Beit Hanoun in North Gaza, as well as eastern Khan Younis, ordering residents to leave their homes.  The UN and its partners estimate that, due to these evacuation orders, thousands of people have already been displaced. In southern Gaza, humanitarian partners report that families have fled from east to west Khan Younis, seeking shelter with relatives or in open areas. In Rafah, many displaced people have moved toward the Mawasi area and other areas along the coast. In the north, many fleeing Beit Hanoun have sought safety in public- and UNRWA-run schools in western Gaza city, while others have found temporary shelter in Beit Lahiya and other neighbourhoods in Gaza governorate. Urgent humanitarian needs include food, potable water, clothing and blankets. Reports indicate that some people risked returning to Beit Hanoun this morning to collect personal belongings.  The closure of crossings into Gaza for humanitarian and all other supplies is now in its 18th day, severely disrupting relief operations and worsening an already catastrophic situation.  UN partners working in food security report that distributions of food have been disrupted due to the deteriorating security situation and the proximity of distribution points to evacuation zones. In addition, about 30 community kitchens providing cooked meals were forced to close yesterday. As of today, kitchens in east Khan Younis and North Gaza are still closed.  Education has also been affected, with learning activities in 163 temporary learning spaces suspended, leaving thousands of students without access to education.  And turning to the West Bank, OCHA warns that Israeli operations are expanding into new areas. This morning, Israeli forces raided Ein Beit el Ma refugee camp in Nablus, ordering five families to vacate their homes, which were turned into military zones. Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, today (18 Mar) told the Security Council that as airstrikes resumed across the Gaza Strip overnight and new evacuation orders have been issued by Israeli forces, “once again, the people of Gaza living in abject fear,” and modest gains made during the ceasefire are being destroyed. Fletcher, who spoke by VTC from Brussels, said “humanitarian workers remain on the ground” and are “ready to provide lifesaving support to survivors and carry out humanitarian mission,” but “must be allowed to do so.” He said, “a ceasefire was in place. Humanitarians were delivering hundreds of trucks every day, saving lives and restoring hope. We demonstrated that when we are allowed to do so, we can deliver aid at scale. Not anymore.” Repeated requests to collect aid sitting at Kerem Shalom Crossing, Fletcher said, “have been systematically rejected. Food is rotting and medicines are expiring. No further hostages have been released.” He told the Council that “this total blockade of life saving aid, basic commodities and commercial goods will have a disastrous impact on the people in Gaza who remain dependent on a steady flow of assistance into the Strip.” The Under-Secretary-General said, “blocking food, water, medicine for people who need them is unconscionable. It also goes against international humanitarian law and the provisional orders of the International Court of Justice.” He called for the renewal of the ceasefire and said, “over 48,000 Palestinians have been killed and thousands more are missing. Over 1,200 Israelis have been killed. Over 100,000 Palestinians are injured, many with life-changing wounds. The return to hostilities overnight must cease.” Fletcher also told the Council that the humanitarian response must be funded. In her address to the Council, United States representative Dorothy Shea said, “the blame for the resumption of hostilities lies solely with Hamas. This brutal terrorist organization has steadfastly refused every proposal and deadline they've been presented over the past few weeks, including a bridge proposal to extend the ceasefire beyond Ramadan and Passover to allow time to negotiate a framework for a permanent ceasefire.” Shea said, it was “the people of Gaza who will suffer further because of Hamas's disregard for human life.” Palestinian Ambassador Riyad Mansour said, “Palestinians are being killed indiscriminately, are being denied humanitarian aid indiscriminately, are being maimed and detained indiscriminately.” He said, “this can never be justified and must stop immediately.” Mansour told Council members to act. He said, “you have resolutions. Act. You have power. Act. Or, as my friend, the ambassador of Slovenia said, you become irrelevant. Act according to the power given to you by the charter of the United Nations.” For his part, Israeli Ambassador Jonathan Miller said, “we stand firm in our commitment to return the hostages and defeat Hamas, and it is time for the international community to take our commitment seriously. We will bring home every last hostage.” Miller said, “Hamas has refused to release our hostages and repeatedly rejected all the offers, both by the US and the mediating countries, even for the period of Ramadan. And thus the return to fighting is a necessity. The Israeli Ambassador said, “any discussion of humanitarian suffering that does not begin with the hostage release is not an honest discussion. For months, Israel took unprecedented steps to facilitate humanitarian aid into Gaza. Israel's war is against Hamas, not Gaza civilians. And yet, despite our efforts, Hamas refuses every opportunity for peace. It refuses to release the hostages.” Secretary-General António Guterres expressed his shock at the Israeli airstrikes and strongly appealed for the ceasefire to be respected, for unimpeded humanitarian assistance to be reestablished, and for the remaining hostages to be released unconditionally. The Secretary-General added that the leaders have agreed to a group of initiatives to build trust: opening four crossing points; demining; the creation of a technical committee on youth; initiatives on the environment and climate change, including the impacts on mining areas; solar energy in the buffer zone; and the restoration of cemeteries.  Mr. Guterres said that the leaders also agreed to hold another meeting in the same format at the end of July, as well as to the appointment of a Personal Envoy to prepare the next steps. As we mentioned earlier, the meeting was held in the context of the Secretary-General’s good offices efforts on the Cyprus issue and as agreed with the two leaders on 15 October 2024.    The Secretary-General will be leaving for Brussels shortly, where he will meet with European Union leaders – and you will recall that this is something he has been doing in the month of March for the past few years.   Tomorrow, he is scheduled to meet Ursula von der Leyen, the President of the European Commission, Antonio Costa, the President of the European Council, as well as Roberta Metsola, the President of the European Parliament.  And we will keep you updated on his activities in Brussels. GAZA The Secretary-General expressed his shock earlier today at the Israeli airstrikes in Gaza, and he strongly appeals for the ceasefire to be respected, for unimpeded humanitarian assistance to be reestablished, and for the remaining hostages to be released unconditionally. Speaking to the press in Geneva, he said the situation in Gaza was intolerable, with hundreds of people having been reportedly killed. Muhannad Hadi, the Humanitarian Coordinator for the Occupied Palestinian Territory, said that the killings were unconscionable, adding that a ceasefire must be reinstated immediately. People in Gaza have endured unimaginable suffering, he said, and an end to hostilities, sustained humanitarian assistance, release of the hostages and the restoration of basic services and people’s livelihoods, are the only way forward. Volker Türk, the High Commissioner for Human Rights, added that the last 18 months of violence have made abundantly clear that there is no military path out of this crisis. The only way forward is a political settlement, in line with international law. Israel’s resort to yet more military force will only heap further misery upon a Palestinian population already suffering catastrophic conditions, he said. OCCUPIED PALESTINIAN TERRITORY- HUMANITARIAN The Office for the Coordination of Humanitarian Affairs reports that the Israeli military has ordered people to evacuate areas in Beit Hanoun and Khan Younis. This marks the first evacuation order issued in more than two months – since 15 January. Many people have already been displaced, seeking safety elsewhere. OCHA notes that the area covered by the evacuation order totals about 23 square kilometres – more than 6 per cent of the Gaza Strip – and includes more than a dozen sites sheltering displaced people. The area is also home to three clinics and one field hospital, with additional medical facilities located nearby. OCHA warns that no guarantees have been provided for the safety, protection and wellbeing of those ordered to leave, let alone for those staying behind. The World Health Organization says medical evacuations planned for today have been denied and is calling for the resumption of such evacuations. Putin told Trump a full ceasefire would only work if Ukraine's allies stopped giving military assistance - a condition Ukraine's European allies have previously rejected. Officials in the southern Russian region of Krasnodar said that a Ukrainian drone attack sparked a small fire at an oil depot. Within hours of Putin agreeing to halt attacks on energy infrastructure, Zelensky said there had been "hits, specifically on civilian infrastructure", including a hospital in Sumy. The region's government posted footage of the destruction, in which smoke can be seen rising from the caved-in hospital wing. Officials have since said that there had been no casualties. Russian state media has reported the Trump-Putin phone call as a victory for their country, with President Putin rejecting calls for a 30-day ceasefire and restating previous conditions. Horrifying footage shows Israeli airstrikes hitting Gaza overnight officially ending a two-month ceasefire with Hamas. As many as 400 Palestinians were killed in the attacks, including many women and children. The strikes targeted areas across Gaza, including Khan Younis, Rafah, Gaza City, and Deir el-Balah where bombs hit tents sheltering displaced Palestinians. The IDF claimed it targeted Hamas positions after negotiators failed to agree terms to continue the ceasefire.
