Press conference by Muhannad Hadi, Deputy UN Special Coordinator for the Middle East Peace Process, Resident Coordinator and Humanitarian Coordinator, on the humanitarian situation in Gaza. ---------- “When I entered Gaza this morning, it felt like this was probably one of the happiest days of my professional life,” said Muhannad Hadi, the UN Humanitarian Coordinator for the Occupied Palestinian Territory, during a video press conference from Jerusalem. Hadi had just returned from a visit to Gaza, where he observed signs of recovery amid ongoing humanitarian challenges. Speaking to reporters today (21 Jan), Hadi described a markedly different atmosphere compared to his previous visits over the past year. " The people I met had a different attitude. It made me very happy to see that people had already started moving, some of them going back to their places of origin," he said. "I saw people in the streets starting to clean up the roads. There is a bit more law and order compared to the times before, when I was entering Gaza and seeing our humanitarian trucks being looted. This time, I saw things are improving." During his visit, Hadi toured a communal kitchen operated by the WFP in Khan Younis, where he met families reliant on the meals provided, who told him, “If it wasn't for that kitchen, they probably would have starved to death. But they were very hopeful, and they actually gave me a lot of hope for the future," he said. However, the reliance on humanitarian aid remains a source of frustration for many residents. "All of them told me that what they want now, immediately, is to go home. They want income-generating activities. They don't like the fact that they have been depending on humanitarian aid," Hadi explained. Hadi emphasized the need to prioritize sustainable recovery efforts. “We'd like to start with income-generating activities, because this is what people have said. Some agriculture projects, if we can, cash-for-work, and any other opportunities. Rubble removal is a lot of work," he said. Despite progress, Hadi acknowledged the challenges in maintaining and scaling up aid delivery. “The reason I don't like to focus on trucks is simply that there are a lot of services that the people of Gaza need that you don't load on trucks: protection, psychosocial support, education itself.” He also added, “We need to make sure right now that we focus on bringing in as much humanitarian aid as we can.” Hadi also highlighted the critical role of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), “It's not easy to replace UNRWA, and we're hoping that they will continue, one way or another, operating. We're talking about education, health, and logistics support. UNRWA employs 13,000 people in Gaza, by the way—it is the second-largest employer in Gaza after the Palestinian authorities. So, you can imagine the critical role of UNRWA,” he said, underscoring the need for continued support for the agency's operations.

Mohammed said, “Africa has tragically remained the epicenter of global terrorism.” Addressing the Security Council today (21 Jan), Amina J. Mohammed said, “In all its forms and manifestations, terrorism is the most significant threat to peace, security and sustainable development across the continent today.” She continued, “Sub-Saharan Africa now accounts for nearly 59 percent of all terrorism related deaths globally. The Sahel is ground zero for one of the world’s most brutal crises. For three straight years, terrorism-related deaths have soared past 6,000, making up more than half of all global fatalities. In this deadly surge, Burkina Faso is now leading the world in terrorism deaths with a staggering 68 percent increase, with little support to help reverse the trend.” She added, “Al-Qaida and Islamic State affiliates have spread their deadly tentacles to West Africa’s coastal countries, with violent attacks soaring by more than 250 percent in just two years.” She stated, “Let us make no mistake. At this rate, West Africa’s future hangs in the balance.” She also said, “Most terrifyingly, the tactics of these groups are evolving at a rapid and alarming pace. Terrorist networks are now pooling resources – finances, fighters, and expertise – while sharpening their capabilities with new technologies, including unmanned aerial systems.” She concluded, “As terrorism evolves, so must we. Countering terrorism must continue to innovate with an approach that holds the respect for human rights and the rule of law at its core. And an outcome that addresses the conditions conducive to the spread of terrorism.”

OCHA says that our priorities include food assistance, opening bakeries, providing healthcare, restocking hospitals, repairing water networks, bringing material to repair shelters, and starting family reunifications. Today, OCHA and its partners visited Jabalya camp in North Gaza governorate. They report that people there are creating makeshift shelters in the middle of the rubble. There is also a critical lack of access to water, with all wells destroyed, and the risk of unexploded ordnance remains high. We and our humanitarian partners are mobilizing to provide food and emergency shelter support. With the ceasefire in place, displaced Palestinians have been making their way back home, with many returning to find mountains of rubble. According to our partners working on the shelter response, more than 90 per cent of housing units in Gaza have been damaged or destroyed over the past 15 months. Given the scale of destruction and needs in Gaza, we are working to get vital aid to people as fast as humanly possible. We also urge Member States and partners to ensure that our aid operations are funded to meet the overwhelming needs. Turning to the West Bank, OCHA is extremely concerned about the safety and wellbeing of Palestinians in Jenin city and Jenin refugee camp, where the Israeli forces have been operating today. According to initial reports, air strikes, heavy bulldozing and the operation of undercover forces have resulted in several fatalities and dozens of injuries – including among medical personnel. This latest Israeli operation in Jenin refugee camp follows weeks of clashes there between Palestinian forces and armed Palestinians. UNRWA says that, as of last week, about 2,000 families had been displaced from the camp during those clashes. Previous Israeli operations in Jenin refugee camp have damaged critical infrastructure, and as a result, the camp remains largely disconnected from basic services, including water. Electricity and solid waste management have also been disrupted. Earlier this month, the UN and our humanitarian partners were distributing mattresses and blankets to those displaced – but humanitarians have not been able to safely access the area more recently on a reliable basis. Secretary-General The Secretary-General arrived in Davos, Switzerland, this morning to attend the annual World Economic Forum. Tomorrow morning, he will deliver a special address at the Forum. He is expected to say that climate change and ungoverned Artificial Intelligence are two profound threats that demand much more attention and intelligent collaboration than they are receiving, as they threaten to upend life as we know it. You can also expect him to reserve some sharp words at those parts of the private sector that are actively backtracking on climate goals. Later this evening, the Secretary-General will participate in a Leadership Dialogue on Digital and Emerging Technologies, where he will promote the recently adopted Global Digital Compact as a tool that provides a new framework to help ensure that technology benefits all of humanity — guided by strong guardrails that minimize risks, while amplifying the benefits. He is expected to call on the private sector, the philanthropic community and Member States to work together with their relative strengths to ensure that Artificial Intelligence serves its highest purpose: advancing human progress, equality, and dignity for all countries and all people. The Secretary-General will finish the day by delivering remarks at a dinner organized by Global Investors for Sustainable Development.
