The humanitarian situation in Yemen remains one of the most severe in the world, with millions facing hunger, malnutrition, and limited access to health services, the UN's top humanitarian official in Yemen told reporters in New York. Julien Harneis, the Resident and Humanitarian Coordinator in Yemen said today (Dec 27) Yemen is the second country in the world by the number of “malnourished children,” adding that “It also means that Yemen is the second highest caseload of people who are not able to reach health services.” Harneis also said Yemen has “the third highest number of food insecure people in the world.” “So, we are looking at a massive humanitarian situation,” the official added. Harneis expressed particular concern over recent airstrikes on Hudaydah harbor, a critical entry point for humanitarian aid and commercial imports in Yemen. “Yemen imports approximately 80 percent of its foodstuffs. So, if Hudaydah harbor is disabled, that means that the whole population of northern Yemen, which is about 65 to 70 percent of the population, will be in an increased humanitarian need,” he said. The humanitarian coordinator also recounted his experience at Sanaa Airport, where recent airstrikes targeted key infrastructure. “Yesterday, I was at the airport when the air strikes hit or destroyed the air traffic control, killed the staff who were working there and injured my crew member, colleague, who was there with the flight,” Harneis said. He described the moment when the strikes occurred just as a civilian airliner was landing. “What was most frightening about that airstrike wasn't the effect on us, is that the airstrikes took place as a civilian airliner [from] Yemenia, carrying hundreds of Yemenis, was about to land. Fortunately, that plane was able to land safely, and the passengers were able to disembark.” Sanaa Airport, Harneis emphasized, has not been a military target since 2016. “It is used by the United Nations. It's used by the International Committee for the Red Cross. It is used for civilian flights. That is its purpose,” he said. Calling on all parties to respect international humanitarian law, Harneis stressed that attacks on civilian infrastructure must cease immediately. “All parties of the conflict have an obligation to respect the civilian nature of that facility and to observe international humanitarian law. The responsibility is on them.”

Highlights: -Syria -Occupied Palestinian Territories -Sudan -Epidemic Preparedness Day SYRIA The Office for the Coordination of Humanitarian Affairs reports that cross-border aid deliveries continue from Türkiye into north-west Syria. Today, nine UN aid trucks crossed into Idlib using the Bab Al-Hawa border crossing. The convoy was carrying 200 metric tons of food assistance from the World Food Programme – enough for some 80,000 people – as well as school supplies from UNICEF. Meanwhile, the humanitarian community in Syria continues to provide vital support to people in eastern Aleppo. UNICEF reports that after months of tests and repair work, water is flowing again from the Ain al-Bayda station, which had been out of service since 2017. Some 300,000 people in Al Bab in northeastern Aleppo – including displaced families and host communities – depend on this water station. Water is reaching part of Al Bab’s population, but urgent support is needed to restore the station to full capacity. OCHA says that, as of today, some 664,000 people remain newly displaced across the country, mostly in Idlib and Aleppo, and that is since 27 November. This marks a decrease of about 64,000 people compared to a week ago. More than three-quarters of those who remain displaced are women and children. The UN and our partners continue to track population movements on a daily basis through a working group co-chaired by OCHA. Our colleagues say that returnee movements remain fluid, with nearly 486,000 people having returned to their areas of origin – mostly to Hama and Aleppo governorates – over the past month. OCCUPIED PALESTINIAN TERRITORY The UN Office for the Coordination of Humanitarian Affairs is alarmed by ongoing attacks across the Gaza Strip that have left scores of Palestinians dead. Our colleagues are telling us that an airstrike near Kamal Adwan Hospital in North Gaza governorate last night reportedly killed dozens of people, including health workers. Today, we’re also told by our colleagues that staff, patients and their companions were forced out of the facility. Significant damage to the hospital has also been reported. Our UN teams continue to face systematic denials of humanitarian access to North Gaza. Just today, another attempt by the UN to reach parts of North Gaza governorate were denied by the Israeli authorities. Since early October, most UN-coordinated attempts to access these areas have been denied. The few exceptions have faced significant impediments, which often prevent teams from accomplishing the work they set out to do. Our humanitarian colleagues also noted that last night another attack was reported in the Sheikh Radwan area of Gaza city. OCHA visited the area and noted that overstretched health facilities were receiving mass casualties from the strike. OCHA’s team in Gaza city also assessed the needs of people displaced from North Gaza governorate, which has been under siege, as we’ve mentioned here, for several weeks. The team in Gaza city said that few water wells are operating in areas where displaced people have gathered, and the sewage network has been damaged. There is no solid waste management, hospitals are overcrowded, and people are living in unsanitary conditions that are raising the risk of disease outbreaks. Our colleagues also tell us that people at displacement sites also face risks due to potential flooding. Yemen The Secretary-General condemns the escalation between Yemen and Israel. Israeli airstrikes today on Sana’a International Airport, the Red Sea ports and power stations in Yemen are especially alarming. The airstrikes reportedly resulted in numerous casualties including at least three killed and dozens more injured. A United Nations Humanitarian Air Service crew member was also injured when the airport was hit. A high-level UN delegation, headed by World Health Organization Director-General Dr. Tedros Adhanom Ghebreyesus, was at the airport when the strikes occurred. The delegation had just concluded discussions on the humanitarian situation in Yemen and the release of UN and other detained personnel. Today’s airstrikes follow around a year of escalatory actions by the Houthis in the Red Sea and the region that threaten civilians, regional stability and freedom of maritime navigation. The Secretary-General emphasizes that international law, including humanitarian law as applicable, must be respected at all times; and he appeals to all to respect and protect civilians and civilian infrastructure. Humanitarian relief personnel must not be targeted and must be respected and protected at all times. The Secretary-General remains deeply concerned about the risk of further escalation in the region and reiterates his call for all parties concerned to cease all military actions and exercise utmost restraint. He also warns that airstrikes on Red Sea ports and Sana’a airport pose grave risks to humanitarian operations at a time when millions of people are in need of life-saving assistance. Further escalation in the region also continues to undermine the mediation efforts led by the Special Envoy of the Secretary-General for Yemen Hans Grundberg to reach a negotiated political solution to the conflict in Yemen. Mozambique The Secretary-General renews his call for the immediate and unconditional release of all UN and other personnel arbitrarily detained by the Houthis. Statement attributable to the Spokesperson for the Secretary-General - on Mozambique The Secretary-General takes note of the announcement of the Constitutional Council of Mozambique regarding the outcome of the general elections held on 9 October 2024. He continues to follow developments closely. The Secretary-General is concerned about the post-election violence, which has resulted in loss of lives, and the destruction of public and private property. He urges all political leaders and relevant national stakeholders to defuse tensions including through meaningful dialogue, legal redress, refrain from the use of violence, and redouble efforts to seek a peaceful resolution to the ongoing crisis, in a constructive manner, which is essential to the collective future of Mozambicans.
