Ambassador Maniratanga and Ambassador Vinhas, Co-Chairs of the Preparatory Committee for FfD4; H.E. Ms. Eva Granados, Secretary of State for International Cooperation, Spain; Mr. Junhua Li, USG of DESA; Excellencies, Welcome to the Second Session of the Preparatory Committee for FfD4. At the first PrepCom in Addis Ababa in July, we took stock of our progress since 2015, and we set an ambitious tone for the Fourth International Conference on Financing for Development. Shortly after the Addis PrepCom, our co-facilitators issued a call for inputs, generating close to 300 contributions. A truly inclusive stakeholder gathering. This reflects the high expectations that you - Member States and other key stakeholders - place on FfD4. These inputs informed the Elements Paper, which includes proposals to deliver transformative change across the Addis action areas in Sevilla next year. We cannot falter. The SDGs have stalled. They can only be rescued by unlocking the scale and quality of finance required to power investments; by loosening the grip of debt service that is crippling dozens of countries; and by protecting economies from the external shocks that characterize today’s interconnected world. Yet, you are all here to maintain the momentum and ensure a high degree of ambition remains. Yesterday’s Academic Day started us off in the right direction – with substantive discussions on the latest research and policy recommendations on the international debt architecture, on feminist fiscal policy to meet the SDGs, and on global tax reform. I hope these panels inspire you as you consider the proposals that are being put forward by the Co-Facilitators. Let me highlight a few. Domestic resources are at the core of development financing, and the compact between citizens and states. No country should fall below a minimum of resources raised so that it can meet the core obligations to its people. It is time for us to establish a commitment to support all developing countries to raise their tax-to-GDP above 15 per cent. We must also do better in mobilizing private investment. After 10 years of the billions-to-trillions discussions, we still don’t see results at the scale or impact required. Let’s make firm commitments to do better on blending: to focus on impact, to utilize instruments at scale, and to align with national priorities. On international development cooperation, we must revive our discussions around, and the commitment to, effective support – in addition to increasing international public finance, we must do better with what we have. FfD4 also represents an important opportunity to fulfill the vision articulated in the Pact for the Future on financial architecture reform. Let us address debt with bold ambition, and create a debt architecture that truly empowers sustainable development. Building on important reforms to date, next year’s conference should lay out a clear and actionable roadmap for expanding the capital bases of Multilateral Development Banks. In Sevilla, we must transform Special Drawing Rights to make them more effective for future crisis response and unlock their full potential through rechanneling via MDBs. Finally, at FfD4, we must pledge concrete actions to strengthen the voice and representation of developing countries in International Financial Institutions, ensuring that they become genuinely inclusive and more effective. This would be real and transformative change. I urge us all to be bold. Push boundaries. Find where we can aim higher. And make sure that your reforms match the scale of ambition that is needed for the 2030 Agenda. Together, let us honor our 2015 commitments for a more sustainable, peaceful and prosperous world for all. Thank you". An estimated 1.5 million people live with significant disabilities in Afghanistan. Remnants of war are the leading cause of disabilities, with children being the most affected. Kamal Ahmad Zabuly, Deputy Director of the Accessibility Organization for Afghan Disabled (AOAD) in Kabul, is driving change after losing a foot to the remnants of war. 2024 Theme: Amplifying the leadership of persons with disabilities for an inclusive and sustainable future The leadership of persons with disabilities is epitomised by the global disability rights movement’s slogan “Nothing About Us Without Us”. It connotes the basic requirements of participation, representation and inclusion and calls for persons with disabilities to actively shape the conditions of their lives. One of the priorities of the global disability agenda is to advance the agency and leadership of persons with disabilities. In the past decades, persons with disabilities and organisations of persons with disabilities (OPDs) have already championed for the changes in their communities, and have been leading many of the community-led initiatives not only to advance their own rights, and wellbeing but also promoting inclusive development for instance enabling universal access to basic services by all; they have done so by taking both targeted and mainstreaming approaches to disability inclusion through, among others, consultation, data collection and analysis, and support with advocacy and accountability efforts. The observance of the International Day of Persons with Disabilities 2024 (IDPD 2024) takes place against the backdrop of pivotal global developments, from the Summit of the Future to the upcoming Second World Summit for Social Development. These key global Summits will complement one another in providing a continuous roadmap toward disability-inclusive and sustainable peace and development. By emphasising this complementarity, the theme chosen for the observance in 2024 aims to underscore the importance of leveraging the leadership of persons with disabilities to ensure disability-inclusive and sustainable peace and development for all. The United Nations Disability Inclusion Strategy When launching the United Nations Disability Inclusion Strategy in June 2019, the Secretary-General stated that the United Nations should lead by example and raise the Organization’s standards and performance on disability inclusion—across all pillars of work, from headquarters to the field. The United Nations Disability Inclusion Strategy provides the foundation for sustainable and transformative progress on disability inclusion through all pillars of the work of the United Nations. Through the Strategy, the United Nations system reaffirms that the full and complete realization of the human rights of all persons with disabilities is an inalienable, integral and indivisible part of all human rights and fundamental freedoms. In 2024, the Secretary-General submitted his fifth report on disability inclusion in the UN system. It reflects on the progress made to advance disability inclusion, highlights new or continuing challenges and opportunities presented through the Strategy’s implementation, and emphasizes key areas of focus needed to continue mobilizing the system towards an inclusive, accessible and sustainable world for all. UN humanitarians appealed to all parties in Syria to prioritize the protection of civilians as well as humanitarian personnel, facilities and assets in all affected locations. Resident and Humanitarian Coordinator in Syria, Adam Abdelmoula, spoke to reporters from Damascus today (03 Dec) on the recent escalation of hostilities in the country. He spoke via video link. Abdelmoula stated that the escalations is the most significant one since 2019, causing many civilian casualties, displaced tens of thousands of people, interrupted critical services and disrupted humanitarian operations. The Resident and Humanitarian Coordinator in Syria reaffirmed, “While the safety and security of humanitarian personnel is of paramount importance, the UN and its partners remain committed to staying and delivering.” He added, “we are organizing to undertake assessments and expand response as soon as possible, in whichever way possible, Whether directly across the conflict lines or across international borders.” Abdelmoula also highlighted that the latest hostilities come as the humanitarian response for Syria faces it is largest funding shortfall ever, “with less than 30 percent of the 4.1 billion humanitarian appeal for 2024 received to date.” He added, “The priority needs at the moment include food health, water protection services, non-food items, as the winter is sitting in and we are scrambling to provide as much assistance as we can, given the limited resources and the limited access.” The UN humanitarian official also warned that some of the public health concerns are already rising, “including due to the presence of unburied bodies and lack of clean water for days.” He said that Aleppo University Hospital sustained damage that has left hundreds of patients without essential care. For his part, Ramanathan Balakrishnan, Regional Humanitarian Coordinator for the Syria Crisis spoke from Aman via video link. He said, “In northwest Syria, the UN and its partners are providing food, winter items, protection and emergency wash services and other assistance through reception centers hosting newly displaced and arriving families.” “As of second of December, over 2,600 people, mainly women and children, have sought shelter in twelve reception centers with 15 NGO partners maintaining a multi-sectoral humanitarian response. Partners are prepared to redirect part of the ongoing winterization response to support the most vulnerable households affected by hostilities,” Balakrishnan added. The Regional Humanitarian Coordinator for the Syria Crisis also echoed the funding gap, “given the volatility of the region that has also seen a recent massive influx into Syria of Syrians and Lebanese fleeing the violence in Lebanon, such a gap in humanitarian funding is bound to increase the suffering of the most vulnerable and will have significant consequences for the region.”

Lebanon The Office for the Coordination of Humanitarian Affairs says that we and our partners continue to closely monitor population movements and are rapidly adjusting assistance to address the urgent humanitarian needs across all of Lebanon. OCHA tells us that access to essential services – which includes healthcare, water and education – remains critically limited. We continue to support returnees, displaced people, host communities and of course those who stayed behind. Yesterday, the World Food Programme delivered food and essential supplies to Tyre in South Lebanon Governorate. And we wanted to flag that a group of senior emergency officials from the UN and large international NGOs [non-governmental organizations] – and those UN organizations include OCHA, UNICEF, UNFPA and others – were in Lebanon last week, as part of a regional visit that also took them to Egypt and Jordan. They issued a press release on that last night, which we shared with you. Occupied Palestinian Territory The Office for the Coordination of Humanitarian Affairs report that yesterday, a new Israeli evacuation order was issued in Khan Younis Governorate, impacting more than 2,000 people. This directive – which is the fourth such evacuation order for this area since July – covers about 3 square kilometres. OCHA stresses once again that repeated evacuation orders – which are now in effect for about 80 per cent of the Gaza Strip – leave civilians exposed to the dangers of hostilities and deprived of access to essential services. For nearly two months, North Gaza governorate has been under a tightening siege, leaving between 65,000 and 75,000 people without regular access to food, water, electricity or reliable health care, as mass casualty incidents continue. Our humanitarian partners report that the entire population of Gaza needs humanitarian assistance, including more than 58,000 people with disabilities who face further challenges in accessing food there. In the South, some people are skipping meals and searching through trash to find food – or resorting to desperate measures, including early marriage or child labour. Despite the catastrophic situation, OCHA warns that humanitarian access continues to be obstructed. In November, out of 578 planned aid movements across Gaza that require coordination with Israeli authorities, 41 per cent were facilitated. More than a third were denied outright, and the rest were either impeded or cancelled due to security and logistical challenges. Once again, OCHA underscores that civilians must be able to receive the humanitarian assistance they need. Whether they move or whether they stay, they must have assistance and they must be protected – and those who flee must be allowed to return as soon as circumstances allow.
