The Israel Defense Forces (IDF) commenced its withdrawal from areas around Naqoura yesterday. The IDF is still present elsewhere in the UNIFIL area of operations but the preparation of its phased withdrawal, in parallel with the increased deployment of the Lebanese Armed Forces to southern Lebanon, continues. Yesterday and today, UNIFIL supported the re-deployment of the Lebanese forces to positions in Naqoura and Alma al-Sha’b after Israeli forces withdrew. UNIFIL continues to liaise and coordinate with both parties to de-conflict and support the implementation of Security Council resolution 1701. Lebanon/Humanitarian On the humanitarian front, in Lebanon we and our partners today extended the Flash Appeal, originally launched on 1 October 2024, for a further three months, covering January to March 2025. The extended Flash appeal calls for US$371 million to provide critical assistance and protection to one million Lebanese, Syrians, Palestine refugees in Lebanon, Palestinian refugees from Syria, and migrants. More than one month since the cessation of hostilities, humanitarian needs in the country remain pressing. While over 880,000 people displaced by the conflict have started to return to their home areas, many find their homes, as well as infrastructure and essential services, damaged or destroyed. Moreover, nearly 125,000 people are still displaced outside their areas of origin, unable to return, including to the more than 60 villages and areas for which the Israeli Army continues to reiterate that civilians should not return. Briefing by Beth Bechdol, Deputy Director-General of the Food and Agriculture Organization (FAO), on the protection of civilians in armed conflict. ------------ Beth Bechdol, Deputy Director-General of the FAO, painted an equally dire picture. “The latest IPC analysis shows that half of the population analyzed – or 24.6 million people – are facing acute food insecurity levels. This is 3.5 million more people since June 2024.” She noted that 15.9 million people are in IPC Phase 3 (Crisis), 8.1 million in Phase 4 (Emergency), and over 637,000 in Phase 5 (Catastrophe). “Conflict and forced displacement remain the primary drivers of this crisis, exacerbated by restricted humanitarian access,” she stated. Agricultural production has also plummeted. Bechdol said production of sorghum, millet, and wheat faced “a 46 percent reduction from the previous year.” With the upcoming harvest season, she warned that hunger and malnutrition are worsening despite expected food availability. The humanitarian response plan for Sudan in 2025 will require a record $4.2 billion to assist 21 million people, according to OCHA.

ROME/JERUSALEM – The World Food Programme (WFP) strongly condemns the horrifying incident on January 5, when a clearly marked WFP convoy was shot at by Israeli forces near the Wadi Gaza checkpoint, putting the lives of our staff at tremendous risk and leaving the vehicles immobilized. The convoy, consisting of three vehicles carrying eight staff members, came under hostile fire despite having received all of the necessary clearances from Israeli authorities. At least 16 bullets struck the vehicles. Thankfully, no staff members were injured in this terrifying encounter. This unacceptable event is just the latest example of the complex and dangerous working environment that WFP and other agencies are operating in today. Security conditions in Gaza must urgently improve for lifesaving humanitarian assistance to continue.
