António Guterres, UN Secretary-General's video message to the Donor Conference to Support Internally Displaced People and Refugees in Sahel and Lake Chad Region (Jeddah, Saudi Arabia) The Sahel and Lake Chad Basin countries – Nigeria, Niger, Chad, Cameroon, Burkina Faso and Mali – are experiencing an unprecedented, long-lasting and multi-faceted crisis. The United Nations estimates 33 million people currently require humanitarian assistance and protection across the region – including 11 million people people who have been internally displaced and refugees in the Sahel and Lake Chad Region. The Ministerial-level conference will seek to achieve the following general objectives: 1. Raise awareness of the multifaceted crisis gripping the Sahel and Lake Chad Basin and strategies to address this crisis: The conference will highlight needs analysis and response strategies to meet humanitarian needs while promoting self-sufficiency and development objectives, as outlined in reference documents from national governments and the United Nations (including UN Humanitarian Response Plans, development frameworks, etc.). 2. Build strong partnerships to support that promote longer-term solutions to displacement, food security and other challenges: The conference will highlight innovative programming opportunities to address immediate humanitarian needs while promoting nationally owned development objectives, including opportunities for joint programming between governments and international partners on key priorities (e.g., durable solutions to displacement, strengthening food systems, rehabilitating Lake Chad). 3. Concentrate diplomatic support to prevent crises in the region and to promote effective response and achievement of longer-term objectives: The conference will identify and agree steps for OIC and other Member States to strengthen diplomatic support for Sahel and Lake Chad Basin countries as they seek to address the crisis, including initiatives to mitigate negative impacts on the entire civilian population and to maximize efficient use of resources. 4. Mobilize resources for the immediate humanitarian response and nexus initiatives: The conference will include a pledging component for donors to announce support for humanitarian response and nexus programmes, with a focus on multilateral initiatives that support national priorities (i.e., UN Humanitarian Response Plans, Regional Humanitarian Fund, joint nexus programmes under development). --- Full remarks: Excellencies, friends, I thank the Kingdom of Saudi Arabia and the Organization of Islamic Cooperation for convening this vital event. The Sahel and Lake Chad Basin regions have immense potential: rich in cultures, with vibrant youth populations, and endless possibilities for renewable energy – all valuable building blocks for sustainable development. However, the area also faces profound challenges: from violence and terrorism, to the climate crisis. This year floods swept through the lives of around five million people. Across the regions we see crises of hunger, crises of hope, and crises of displacement. The Sahel is home to over seven and a half million people driven from their homes, including two million refugees. Over thirty million require humanitarian assistance. The United Nations is on the ground, supporting governments and communities to provide food, healthcare, education, and shelter. But we need more support. Our humanitarian response plans are around forty percent funded. I sincerely thank all those that have contributed for their generosity. This will save lives and livelihoods. But I also ask countries to dig deeper to help fund our response plans in full. And I urge action to move beyond aid, and tackle the root causes of crises: Addressing poverty and inequality, particularly among women and girls; Adapting to climate change; Promoting peace and democracy; And urging parties to end hostilities, protect civilians and ensure full humanitarian access. The United Nations is eager to work with communities, countries, humanitarian partners, Multilateral Development Banks, and international funds, to deliver change. Together, let’s renew our resolve to help forge a path to a more secure, prosperous, and dignified future for the people of Sahel and Lake Chad. Thank you. Bailliet, an Independent Expert on international solidarity, presented to the General Assembly her report on AI and its implications for human rights and environmental impact. Briefing reporters in New York City today (25 Oct) she emphasized the need for transparency audits, human rights assessments, and environmental audits in AI development. The expert said, “If we're interested in maintaining some degree of respect for cultural diversity and equality, we will try and ensure that government institutions and technology companies that are implementing AI for data processing and decision making are willing to establish independent and external transparency audits and human rights impact assessments.” Bailliet also called for increased data literacy education to combat deep fakes, disinformation, and hate speech. She highlighted the creation of an international solidarity map and a chapter on digital solidarity in her handbook. Additionally, the expert discussed the marginalization of peace in current conflicts and urged for its inclusion in conflict resolution strategies to foster empathy and a better future. The Independent Experts are part of what is known as the Special Procedures of the Human Rights Council. Special Procedures, the largest body of independent experts in the UN Human Rights system, is the general name of the Council’s independent fact-finding and monitoring mechanisms that address either specific country situations or thematic issues in all parts of the world. Special Procedures’ experts work on a voluntary basis; they are not UN staff and do not receive a salary for their work. They are independent from any government or organization and serve in their individual capacity.
