Highlights: -Gaza -Occupied Palestinian Territory -Sudan -Ukraine -Nigeria -Typhoon Yagi -SDG Advocates -New Resident Coordinators -International Days -Briefings Tomorrow -Financial Contributions **Gaza Sigrid Kaag, the UN Senior Humanitarian and Reconstruction Coordinator for Gaza, told the Security Council today that time is slipping away as a man-made humanitarian crisis has turned Gaza into the abyss. She said that we need an immediate ceasefire, the immediate and unconditional release of all hostages, and continuous humanitarian access to deliver aid at scale throughout the Gaza Strip. Ms. Kaag said she visited Gaza a week and a half ago, and she reported that agreed pauses in fighting allowed parents and children to safely visit health centres and clinics, providing them with a brief glimpse of relief and respite.  This was during the polio vaccination campaign. She added that the campaign shows that, even in the direst circumstances - with sufficient political will, and real time political commitment - humanitarian action is indeed possible. Despite the complexity of the situation, Ms. Kaag said that her mission has negotiated and strengthened supply systems and additional routes to facilitate humanitarian delivery in a transparent and expedite way. But she added that effective humanitarian operations require the right quality, quantity, and a broad range of goods to meet the daily needs of civilians in Gaza. That goal is not being met, she said. Also briefing was the Executive Director of United Nations Office for Project Services (UNOPS), Jorge Moreira da Silva. **Occupied Palestinian Territory The Office for the Coordination of Humanitarian Affairs (OCHA) today said that ongoing issuance of mass evacuation orders without ensuring that those displaced have a safe and adequate places to stay continue to worsen the already dire humanitarian situation of hundreds of thousands of people in Gaza. As of today, over 55 evacuation orders remain in effect, covering over 85 per cent of the population of Gaza. The latest evacuation order was issued in northern Gaza on Saturday. Repeated displacements are also separating families, eroding social protection systems, particularly for women and children. Despite the high surge in needs to protect women and children, multiple evacuation orders are also affecting the response and have delayed or interrupted support to people facing gender-based violence, by forcing the closure or relocations of services. The World Food Programme (WFP) for its part says that on 14 September, which was Saturday, five out of six bakeries halted operations for 12 hours due to fuel shortages.  Four bakeries resumed operations at a reduced capacity yesterday after the Agency reallocated reserve fuel from its warehouse in the north of Gaza. One bakery remains out of business and the current fuel supply is sufficient for two more days at this limited capacity. Unless fuel is allowed into the north, all five bakeries remaining will be forced to stop. For the first two weeks of September of the 94 planned humanitarian missions coordinated with the Israeli authorities for northern Gaza, only 37 were facilitated. That is or 39 per cent. In southern Gaza, just 50 per cent of the 243 coordinated humanitarian movements were facilitated. OCHA has not been able to access northern Gaza for 28 days. Aid convoys are being fired at or otherwise exposed to life-risking conditions, stopped or delayed for hours in combat zones. Turning to the West Bank: Over the weekend, OCHA and UNRWA, the Relief and Works Agency, carried out a preliminary assessment in Tulkarm Refugee Camp, following the deadly operations carried out by Israeli forces there last week. The team observed the extensive damage, thought to have been caused by shoulder-fired explosive projectiles and explosives. Nearly 40 residential structures were destroyed, displacing some 200 people, including 90 children. And at least 500 other structures were damaged. The assessment team has mobilized humanitarian organizations from the UN and beyond to respond to people’s need for shelter, health, food, education and other basic necessities. United Nations Population Fund (UNFPA) Arab States Regional Director, Laila Baker said that the war in Sudan is “one of the ugliest situations” she has ever witnessed in her 30 years of humanitarian work. UNFPA’s Arab States Regional Director, Laila Baker, briefed reporters today (13 Sep) on her recent visit to Sudan. She said, “If I describe to you the situation on the ground where women and girls have been stripped bare of all of their basic necessities. Picture thousands of women crowded into a shelter where they have no clean water, no hygiene, not enough food for their next meal, no medical care for those women who have been displaced, and we now have over ten million people displaced in Sudan alone, after 500 devastating days of conflict and war.’ Baker said, “For those women and girls, they are looking to the international community, and in particular, to UNFPA to provide for them.” The UNFPA official highlighted, “Slightly over half of the population, 26 million people strong, are now facing famine. For the 600,000 pregnant women, 18,000 are likely to die as a result of that famine, they don't know where their next meal is going to come from.” “And in providing for that level of devastation, 26 million people is roughly the population of Australia. You can understand the pressures that we're coming under,” Baker emphasized The Arab States Regional Director reiterated, “We need humanitarian access that is unhindered and unimpeded, something that is really problematic for us, and we've been trying our best to work with our partners on the ground to provide medical services where only one in four medical facilities is actually functioning.” “Eighty percent of the healthcare system has been damaged or destroyed entirely, and where large portions, especially in the west of the country are completely unsafe for humanitarian work. In fact, it's completely besieged at the moment,” she added. Baker added, “In order to address those, we need access. We need to be able to get goods and people and have free mobility to be able to provide the care. UNFPA will work tirelessly, as we have been in these 500 days, to make for sure that women and girls get as much service as they need.” The Regional Director said, “it is very urgently needed, one, to provide a cessation to the hostilities so that we can put a halt to the devastation. Two, to allow for humanitarian needs and humanitarian access unhindered and unimpeded, so that we can provide our mobile clinics, get people in to begin to rebuild the country.” And then, third, she concluded, “bring women and girls back into the fold as well, to not see them only as recipients, but also as the agents of change for that peace that they so desperately wish for.”

East Timor’s struggle to free itself from colonial rule by Portugal and then from violent occupation by Indonesia in 1976, came to a head in 1999 with a UN-organized referendum on 30 August. The voting gave the Timorese an historic opportunity to demonstrate their determination to become self-governing, despite an environment of violence and intimidation. The UN electoral mission established at that time, UNAMET, had to deploy creative approaches to fulfill its mandate. In this interview, Nick Birnback, former UNAMET’s communications team member recalls some of the most remarkable communication strategies and achievements of UNAMET, that was able to register 433,576 people for the referendum in just 22 days. Despite great fears of an armed attack on the day of the referendum he remembers the “huge queues of people waiting before sunrise, not wanting to miss the opportunity to vote.” However, after the choice for independence was announced the country was plunged into violence and chaos. Incessant gunfire had prompted many Timorese to seek refuge under the UN flag, scaling the walls topped with barbed wire of the UNAMET compound in Dili. In the days that followed, UN staff and displaced Timorese were under siege. At that point, according to Nick Birnback, keeping East Timor in the headlines was crucial to preventing a massacre, including of national and international UN staff. He also explains the decision made by many international staff to volunteer to stay at the compound, despite the evacuation that had been initiated at that point. In a recent speech at East-Timor’s parliament, the UN Secretary-General, said that “the women and men of UNAMET showed great dedication and professionalism by organizing a large-scale referendum, in a short period of time and despite intimidation and threats. After the Popular Consultation, and when violence was spreading, they once again demonstrated enormous courage and a sense of mission”.
