SECRETARY-GENERAL’S TOWN HALL
This morning, the Secretary-General held a global town hall meeting with UN staff.
He thanked staff members for their service and encouraged them to continue and persevere with their work despite various political and budget pressures.
He underscored that it’s important to stay fixed on the fundamentals and emphasized that the United Nations has never been more needed, our values have never been more relevant, and the demands have never been greater.
He also updated staff members on the financial situation of the Organization and on cash conservation measures and added that he would continue to appeal to donors to reconsider and for Member States to pay up their budget dues.
The Secretary-General reiterated his support to doing everything possible to support people in need around the world, to exercise our mandate, and to honour staff.
SOUTH SUDAN
The Secretary-General is following with deep concern the alarming situation in South Sudan.
The peacekeeping mission on the ground has called on all Parties in the country to exercise restraint and uphold the Revitalized Peace Agreement. The peacekeeping mission is also joining other regional and international peace partners in expressing alarm at the detention under house arrest of First Vice President Riek Machar.
The UN warns that this action takes the country yet one step closer to the edge of a collapse into civil war and the dismantling of the peace agreement.
The peacekeeping mission is, again, urging the President and First Vice President to resolve grievances, end the military confrontation, uphold the Revitalized Peace Agreement and take the country forward together towards the peaceful and democratic future their people deserve.
It should be clear to all that the people of South Sudan can ill afford to endure the consequences of the civil war.
As a stark reminder, 9.3 million people are already in need of some form of humanitarian assistance, with conflict, climate and the economic crisis keeping too many people on the very edge of survival.
It’s vital that the leaders of the country put the interest of the people first and foremost.
SUDAN
Turning to Sudan, the Office for the Coordination of Humanitarian Affairs is following the situation in Khartoum closely, amidst the latest shifts of control in the city. They continue to receive alarming reports of reprisals by armed groups against civilians.
The UN reiterates that civilians are not a target and that all parties must adhere to their obligations under international humanitarian law and international human rights law. Serious violations must be investigated, with perpetrators held to account.
Meanwhile, the UN and its humanitarian partners are seizing every opportunity to reach people in need with vital support.
The World Food Programme says that today 1,200 metric tonnes of food and nutrition assistance were distributed to about 100,000 people in Bahri and Omdurman localities of Khartoum state. These are the first WFP aid trucks to get through to these specific areas within Khartoum since the latest round of hostilities started.
And the International Organization Migration reports that nearly 400,000 internally displaced people have recently returned to their towns and villages of origin across Al Jazirah, Sennar, and Khartoum states. However, many are returning to areas with little - to no access to - basic services, including shelter, food, and healthcare. Unfortunately, displacement from North Darfur and White Nile states has increased due to heightened insecurity.

“Not a day has passed without an attack harming civilians,” a UN top humanitarian official said, addressing a Security Council meeting on the situation in Ukraine.
The humanitarian situation in Ukraine is rapidly deteriorating, Joyce Msuya, Acting Under-Secretary-General for Humanitarian Affairs told the Security Council today (Mar 26), citing relentless civilian casualties and shrinking global support. “The situation for civilians has continued to worsen since we last briefed the Council. This, and the severe global funding cuts for humanitarian operations, including for Ukraine, is further reducing our capacity to provide life-saving aid,” Msuya said.
Since the beginning of March, Ukraine has endured daily attacks, according to Msuya. “Not a day has passed without an attack harming civilians,” she said, highlighting the March 7 strikes that killed 21 people as “one of the deadliest days this year.”
Despite recent announcements of partial ceasefires, Msuya stressed that the humanitarian impact remains severe. “We welcome the announcements of an energy infrastructure ceasefire, as well as negotiations to ensure safe navigation in the Black Sea,” she said. “However, as the cold weather persists, the impact of past attacks on energy infrastructure continue to affect civilians’ access to electricity, gas, heating and water, threatening the lives and well-being of the most vulnerable.”
UN estimates indicate that 640,000 women and girls may lose access to critical gender-based violence services due to funding cuts. “Psychosocial support and safe spaces will no longer be continued, according to the UN Population Fund,” Msuya warned.
She also raised alarm over 1.5 million civilians in Russian-occupied areas of Donetsk, Kherson, Luhansk, and Zaporizhzhia, where humanitarian access remains severely restricted. “We remain unable to reach these people at any adequate scale,” she said.
U.S. Deputy Ambassador Dorothy Shea reiterated American support for Ukraine while welcoming progress toward a ceasefire. “Russian forces have destroyed homes, schools and medical facilities, and forcibly transferred thousands of Ukrainian children to Russia,” she said. “We welcome the proposed partial ceasefires on strikes against energy infrastructure and in the Black Sea agreed to in principle by the leaders of both sides, if fully implemented, these agreements will be an important first step on the path to peace.”
Russia’s representative Dmitry Polyanskiy confirmed that Moscow and Washington had agreed on steps to resume the Black Sea initiative, focusing on safe navigation and non-militarization of commercial vessels. He emphasized that the deal is contingent on lifting certain Western sanctions. “These are aimed at lifting sanctions on the Russian State Agricultural bank and other Russian financial organizations,” including connecting these banks to the SWIFT system, Polyanskiy said.
Ukraine’s Deputy Representative Khrystyna Hayovyshyn reaffirmed Kyiv’s position. First, we will not recognize any temporarily occupied territories of Ukraine as Russian. Second, we will not agree to any foreign dictate regarding the structure, number and other characteristics of the Defense Forces of Ukraine. Third, we will not accept any restrictions on Ukraine's sovereignty our domestic and foreign policies, including on the choice of alliances that we would like to join.”

Facing the challenges of today’s world, Secretary-General António Guterres said that the Pact for the Future is an “essential” part of a constant renewal, reiterating that “we cannot dilute our efforts.”
The Secretary-General today (26 Mar) reported on the Organization’s efforts since the Pact was adopted and outline the work ahead in four key areas.
First is peace and security. Guterres said, “United Nations peace operations help safeguard people and communities in some of the most desperate corners of the world,” highlighting that the Pact represents a commitment to strengthen tools to prevent and address conflict, and ensure that the UN’s peace efforts respond to new and emerging threats.
The UN chief added that the world body is progressing on a review of all forms of Peace Operations — as requested in the Pact.
He said, “Our recent proposals to the Security Council regarding Haiti are a case in point where new approaches can be developed to complex security challenges.”
“The review will be an opportunity to help adapt peace operations to today’s realities, and ensure they’re guided by clear and sequenced mandates that are realistic and achievable — with viable exit strategies and transition plans,” Guterres added.
He noted that it will also recognize the limitations of UN’s operations where there is little or no peace to keep.
Second is financing for development. The Secretary-General said, “we will continue advocating to increase the lending capacity of Multilateral Development Banks, making them bigger and bolder.”
“This includes both stretching their balance sheets and recapitalization,” he explained.
Guterres also noted to ensure that concessional finance is deployed where it is most needed. “This includes both stretching their balance sheets and recapitalization,” he said.
“Many of these actions depend on decisions of other multilateral institutions and of Member States, but we will not relent in our constant advocacy for what the Pact for the Future has clearly indicated as the way to pursue,” Guterres reiterated.
Moving onto youth and future generations, the UN chief highlighted that the efforts must deliver for young people and the generations to come.
He said, “With the Pact’s adoption, we’re now progressing towards establishing a Youth Investment Platform to ensure that national funding mechanisms and investment platforms are focused on the needs of young people.”
Guterres added that the UN is developing core principles to strengthen youth engagement across its work at the United Nations — “including by broadening the representation of younger colleagues within our organizational structures.”
On technology, the UN chief noted that the Organization is implementing the Global Digital Compact’s calls to close all digital divides and ensure all people benefit from a safe and secure digital space.
Artificial Intelligence is a particular focus, he stated.
He said, “We’re developing a report on innovative voluntary financing options for AI capacity-building to help the Global South harness AI for the greater good, taking into account the recommendations of my High-Level Advisory Body.”
At the Summit of the Future on 22 September 2024, world leaders adopted a Pact for the Future that includes a Global Digital Compact and a Declaration on Future Generations. This Pact is the culmination of an inclusive, years-long process to adapt international cooperation to the realities of today and the challenges of tomorrow. The most wide-ranging international agreement in many years, covering entirely new areas as well as issues on which agreement has not been possible in decades, the Pact aims above all to ensure that international institutions can deliver in the face of a world that has changed dramatically since they were created.

The BBC did two interviews with NewJeans, before and after a court blocked their attempt to leave their record label, in a case that rocked the K-pop industry.
NewJeans made a decision in November to part ways with Ador, the label that launched them. Hanni, Hyein, Haerin, Danielle, and Minji's move caught the attention of South Korea and fans worldwide.
They alleged mistreatment, workplace harassment and an attempt to "undermine their careers", which Ador denies. It sued to enforce their seven-year contract, which is set to expire in 2029, and sought an injunction against any commercial activities by the group.
On Friday, a South Korean court granted it, ordering NewJeans to stop all "independent" activities, including song releases and advertising deals, while the case was still under way. NewJeans has since challenged the injunction in court.
Friday's ruling was a "shock", the group told the BBC.

Ekrem Imamoglu - who's a key opposition leader - denied the charges and said he and his colleagues were faced with "unimaginable accusations and slanders".
In the past few days, hundreds of protestors have been arrested - while police used rubber bullets and tear gas to disperse some of the crowds.
