The Secretary-General is on his way to Brazil, to attend the annual G20 meeting, as he does every year, and that will take place on the 18 and 19 November. At the G20, the Secretary-General will address sessions on social inclusion and the fight against hunger and poverty, the reform of global governance institutions, as well as sustainable development and energy transitions. In Rio de Janeiro, the Secretary-General will also hold a bilateral meeting with President Inácio Lula da Silva, of Brazil. He will also meet with other leaders who will be in attendance the G20. We will, as always, update you on the bilaterals as they happen. From Brazil, the Secretary-General will return to Baku, for the closing of the 29th Conference of the Parties of the UN Framework Convention on Climate Change, otherwise known as COP29. Methane Also on climate, I want to flag that our colleagues at the UN Environment Programme have released a new report today entitled An Eye on Methane: Invisible but not unseen. The report highlights that despite commitments under the Global Methane Pledge to slash emissions by 30 per cent by 2030, alerts from the Methane Alert and Response System represent an untapped opportunity for immediate climate action. The report adds that the alert system that identifies major methane leaks has delivered 1,200 notifications to governments and companies over the last two years, yet just one per cent of notifications were actually responded to. The head of UNEP, Inger Andersen, said that to have any chance of getting global warming under control, methane emissions must come down, and they must come down fast. We now have a proven system to identify major leaks so they can be quickly stopped. The tools are ready, the targets are set – now it is time to act, she said. The full report is online. Lebanon/Israel Our Under-Secretary-General for Peace Operations, Jean-Pierre Lacroix, is concluding his four-day visit to Lebanon and Israel today. In Israel, together with the Head of UNTSO, Major General Patrick Gauchat, he met with senior officials of Israel’s Ministry of Foreign Affairs and the Israel Defense Force (IDF) leadership in Jerusalem and in the northern city of Metula at the Blue line, where he reiterated calls to uphold the centrality of resolution 1701. Meanwhile, our peacekeeping forces in South Lebanon reports that one of they patrols near Qallawiyah noticed a cache of ammunitions near the roadway. After informing the Lebanese Armed Forces of the discovery, peacekeepers continued on their planned route. A short while later, they got out of their vehicle to remove some debris from the roadway. When getting back into their vehicles, two or three unknown people fired approximately 30 shots in their direction. The peacekeepers fired back from their vehicles and moved to safety. No one was hurt and there was no damage to the vehicles. Peacekeepers, as we have said repeatedly, must never be a target. All actors are reminded of their obligation to ensure the safety and security of peacekeepers. We are also aware of media reports and claims by the parties about strikes outside of UNIFIL’s area of operations, both in Lebanon and in Israel. The increasing impact on civilians remains of grave concern and we condemn all civilian loss of lives. As we have been saying, parties to the conflict must adhere to international law and protect civilians and civilian infrastructure. He urged all non-state actors to create robust, accountable transition plans by COP30 next year. “Now is the time to fast-track, not backtrack; The time for ambition and transparency. Not greenwashing.” He also heard from climate scientists, young people from his youth advisory group and other youth representatives and members of civil society. He urged youth to keep fighting for climate action and reiterated that he stands with them and will keep pushing leaders to reduce their emissions in alignment with the 1.5 degree goal. And tomorrow he will be heading to the G20 meeting in Rio de Janeiro. Occupied Palestinian Territory In Gaza, OCHA warns that ongoing hostilities across the Strip continue to kill, injure and displace Palestinians on a devastating scale. The conflict also continues to pose unacceptable risks to aid operations, despite the repeated calls for safe, unimpeded access to reach people in need. Yesterday, humanitarians tell us that 14 out of 20 humanitarian trucks collected from the newly opened Kissufim crossing were shot at and looted, injuring three drivers. The remaining six trucks reached a warehouse in Deir al Balah. For months, the UN has been calling for the opening of more land routes, both into and within Gaza. But humanitarians also need increased access and security assurances – as well as more supplies – so that aid can quickly reach all people in need across Gaza at the scale necessary. It is also vital that essential commercial goods can enter the Strip. It is critical that Israeli authorities facilitate the movement of aid workers and supplies across Gaza. Humanitarians say another three missions planned by OCHA and the World Food Programme to reach besieged parts of North Gaza governorate today were rejected. In Gaza city in recent days, the UN along with the humanitarian partners, visited nine sites hosting internally displaced people to carry out an assessment of their needs. Shelter is one of the most pressing priorities, as well as food, hygiene kits and other items. Members of the assessment mission also met with partners working in Gaza city to scale up humanitarian assistance for the roughly 120,000 people who have been displaced by the Israeli siege from North Gaza governorate to Gaza city. Despite access restrictions and other challenges, the humanitarian community in Gaza remains determined to reach Palestinians across the Strip with support. In the south, the Gaza desalination plant’s power line has finally been repaired, after intense advocacy efforts. This will significantly boost the production of desalinated water in southern Gaza. OCHA says that 20,000 litres of chlorine for the treatment of drinking water have arrived in the south – enough to ensure safe supplies there for up to a month. However, distribution remains a major challenge due to damaged pipelines, fuel shortages, and the lack of water storage containers. It is critical that adequate fuel and other essential supplies can enter the Strip on a reliable basis to support Gaza’s beleaguered water infrastructure. And turning to the West Bank, OCHA warns that Israeli forces continue to use lethal, war-like tactics that seem to go well beyond standard law enforcement measures. OCHA says that between Tuesday of last week and this Monday, three of the 11 Palestinians killed by Israeli forces were hit by air strikes. Demolitions also continue across the West Bank, displacing people and affecting their livelihoods and access to critical services. This has been especially pronounced in East Jerusalem. Between 5 and 11 November, 50 out of 62 Palestinians displaced, due to demolitions citing lack of permits, were from East Jerusalem, nearly half of them children. Humanitarians note that just yesterday, Israeli authorities demolished a residential building in the Al Bustan area of Silwan, which also housed a community centre. This facility was a lifeline for more than 1,000 people, offering workshops, scouting, sports and cultural activities for women and youth groups. Suffice to say, the loss of this centre is a serious blow to the community. Intense fighting continues between the IDF and Hezbollah in southern Lebanon, with the Israeli military confirming its ground operation is expanding. While Israeli missiles continue to pound the capital Beirut and Hezbollah rockets fall on villages in northern Israel, it’s clear that the two sides are engaging in close combat in various locations. This week the IDF suffered its deadliest day since the invasion of Lebanon began, with 6 more casualties bringing the official number of troops lost to 47. At least 3,200 people have been killed in Lebanon since the war began, most of them civilians. The IDF has released numerous videos of its troops in gun battles, some of them focussed around the village of Aitaroun. Despite being almost flattened by Israeli airstrikes, the IDF has continued to face resistance in this border village. Its latest operations are reportedly reaching “new targets” belonging to Hezbollah, including weapons depots, command posts and tunnels. Hezbollah has also released clips of its fighters in action, carefully edited to hide identities and locations of those involved. The videos show militants operating drones, mortars, rocket launchers and guided missiles. The few glimpses we get of Hezbollah fighters on the ground, are usually through the lens of IDF drones. In this clip, a lone militant fires towards unseen targets, before being taken out in an airstrike.
