SECRETARY-GENERAL’S TRAVEL
The Secretary-General will be in Paris, France, on Monday to attend the Artificial Intelligence Action Summit. He will speak at one of the sessions on Tuesday, and he will tell leaders gathered there that the growing concentration of AI capabilities in the hands of a few companies and countries risks widening global inequalities and deepening geopolitical divides. He will underscore that we must prevent a world of AI "haves" and "have-nots" and will call on AI leaders to pool expertise and cooperate with each other. He will emphasize that it is in the interests of government and technology leaders to commit to global guardrails.
While in Paris, he is also expected to meet with President Emmanuel Macron and other world leaders.
The Secretary-General will leave France on Wednesday.
INTERNATIONAL CRIMINAL COURT
In response to questions about our response to the US Government’s executive order regarding the International Criminal Court, the Deputy Spokesperson said the following:
International criminal law is an essential element to fighting impunity, which is unfortunately widespread in today’s world. The International Criminal Court is its essential element, and it must be allowed to work in full independence.
HUMAN RIGHTS
This morning in Geneva, the Human Rights Council held a special session on the situation in eastern Democratic Republic of the Congo.
The High Commissioner for Human Rights, Volker Türk, said that if nothing is done to end the offensive of the M23, supported by the Rwanda Defense Forces, the worst may be yet to come, for the people of eastern DRC, but also beyond the country’s borders.
He said that he is horrified by the spread of sexual violence, adding that his team in the DRC is currently verifying multiple allegations of rape, gang rape and sexual slavery, throughout the conflict zones.
Mr. Türk also said that hundreds of human rights defenders, journalists and members of civil society have reported to his Office that they have been threatened or are being pursued by the M23 and Rwandan forces. Our human rights colleagues have also facilitated the protection of judicial authorities who were in danger.
And to note that this morning, the Human Rights Council adopted by consensus a resolution establishing a Fact-finding mission by the UN Human Rights Office and an Independent Commission of Inquiry (COI) on the DRC. Both will examine violations of international humanitarian law and human rights law committed in North and South Kivu Provinces of the DRC since January 2022.
Bintou Keita, the Head of our peacekeeping mission in the DRC – MONUSCO- also spoke in Geneva this morning.
She said that hundreds of thousands of displaced people are being forced by M23 to return to their places of origin, without any guarantee or humanitarian assistance on their safe and dignified return.
She also expressed her concerns about the use of misinformation and dis-information, adding that the suspension of social networks such as X and TikTok by the Congolese authorities is a serious infringement of the right to information and must be swiftly lifted. In a region with a sensitive history, Ms. Keita added, ethnically motivated attacks remain a serious concern.

United Nations Video: Palestine: WHO Warns of Severe Health Crisis in Gaza - Press Conference | United Nations
World Health Organization (WHO) senior official in Gaza Rik Peeperkorn said that the health needs in the Strip are “immense” as functional health facilities and services are scarce.
Peeperkorn today (06 Feb) spoke to reporters from Gaza via video link.
On mental health, the WHO senior official said that that everyone in Gaza is affected by the conflict, with stress, anxiety, depression and feel of loneliness. He said that only two psychiatrists are in the north and a few mental health professionals.
Peeperkorn also said that WHO started a training program. “As of now, 44 mental health humanitarian workers were trained on psychological first aid to provide immediate emotional and psychological support early and also ensure early detection and enable safe referrals.”
On a positive note, the WHO official said that Shifa Hospital “bounced back in the middle of the severe destruction, some departments are working, and it's working again as a referral hospital.”
He said that WHO is supporting an emergency medical team. “There's general surgery going on, trauma surgery going on, and more in child health. A lot is going on. And also some substantial renovations to expand the impatience department and the ICU,” Peeperkorn added.
On medical evacuation, the WHO official said, “There should be more patients going through Rafah into Egypt. But we also want other medical corridors, and the first medical corridors we really want to see restored is the traditional referral pathway to West Bank and East Jerusalem. The hospitals are ready in East Jerusalem and West Bank to receive the patients.”
Asked about the recent announcement on US withdrawing from his Organization, Peeperkorn said, “We need a strong World Health Organization which plays a crucial role in protecting the health security of the world people, including Americans, and addressing the root causes of disease, but also building stronger health systems, detecting, preventing and responding to health emergencies, including disease outbreaks, often in dangerous places where we of us cannot go.”
“And therefore, we really hope for this reconsideration and look forward to engaging in this constructive dialog, at all levels,” he concluded.

More than 70 countries have signed a statement criticising President Trump's decision to impose sanctions on the International Criminal Court - the world’s highest criminal court, under the jurisdiction of the United Nations.
They said the measures increased the risk of dictators and those accused of the most serious wrongdoing, including war crimes, ethnic cleansing and genocide, escaping punishment.
Donald Trump had condemned the ICC for issuing arrest warrants for Israel's prime minister, Benjamin Netanyahu, and his former defence minister who are wanted for alleged war crimes in Gaza.
The ICC has also issued warrants against senior Hamas leaders implicated in the attack on Israel on October 7th 2023.

Details of atrocities are emerging after M23 rebels captured the city of Goma in eastern DR Congo.
Hundreds of women were raped and burned alive during a prison break last week.
The attack happened inside Goma’s Munzenze prison after Rwandan-backed rebels entered the city.
The female wing was set on fire while thousands of male prisoners managed to escape.
Footage shows inmates fleeing as smoke rises and heavy gunfire can be heard in the background.
Goma, a city of over a million people, was plunged into chaos after M23’s rapid advance.
Missiles were reportedly seen flying over residential areas as bodies lay uncollected in the streets.
On Tuesday, officials confirmed around 2,000 bodies were still awaiting burial in Goma.

The film offers a devastating portrait of life and survival – before, during, and after the seismic events of October 7th – told through the eyes of Yousef.

The film is produced for Channel 4 Streaming, executive produced by Ed Fraser and Girish Juneja and directed by Tom Besley.

International Video: The Evangelical Christians and Israeli Settlers backing Trump
Later today President Trump will welcome Israeli Prime Minister Benjamin Netanyahu to the White House, the first foreign leader to visit him in the Oval Office. Maintaining the ceasefire in Gaza will be at the top of their agenda.

But Mr Netanyahu has also been meeting with prominent Evangelical Christians. They are a powerful constituency in America and their interpretation of the Bible has made them resolute allies of Israel.
They believe that the Jewish people have a God-given right to all the land - including the West Bank - which is internationally recognised as Palestinian territory.

International Video: At least 10 dead in shooting at Swedish school campus
Running for their lives - teachers and students spoke of the terror in their school 125 miles west of Stockholm as a gunman opened fire, leaving around 10 people dead.

Police warned the death toll could rise as the search of the crime scene continued. Officers, who later raided the gunman's home, say they believe he acted alone and that terrorism was not thought to be a motive. The suspect was not previously known to police.
