The President of the Palestinian Red Crescent Society (PRCS), Dr. Younis Al-Khatib told reporters in New York that he had presented audiovisual evidence and had urged the Security Council “to support the call for an independent and thorough investigation” following the discovery of the bodies of eight missing medics from the PRCS in a mass grave in Gaza.
According to the he International Federation of Red Cross and Red Crescent Societies (IFRC) an emergency medical team of nine disappeared along with their ambulances after they came under heavy fire in Al-Hashashin on 23 March. After seven days, the bodies of ambulance officers Mostafa Khufaga, Saleh Muamer and Ezzedine Shaath and first responder volunteers Mohammad Bahloul, Mohammed Al-Heila, Ashraf Abu Labda, Raed Al Sharif and Rifatt Radwan were retrieved. Ambulance officer Assad Al-Nassasra is still missing.
Describing the evidence, Al-Khatib said, “I heard the voice of one of those team members who was killed. And his phone was found with this body. And he recorded the whole event. His last words, before being shot. Forgive me, mom. I just wanted to help people. I wanted to save lives. And then he was killed.”
Al-Khatib said, “we were praying that they will be alive. They kept us for eight days in the dark. Now, the only information we know that Assad is missing. But there's somebody who knows whether Assad has been killed somewhere else, or Assad is detained in Israeli jails.”
The Vice President of the PRCS, Marwan Jilani, said, “I think the scale of this crime should force, that it should oblige the international community to do more and not to accept that this would be another incident that goes in the files and be forgotten after a few days.”
Asked how the video evidence presented to the Council was obtained, he said, “this was the phone of one of our EMS members, of the paramedics who was killed. So, the phone was on his body. The phone was in his pocket. So, it was with him. That's why we retrieved that video. There is a longer video, As I said, we will look into it, first of all, this is evidence, and we will deal with it as such.”

MYANMAR
As announced by the Secretary-General yesterday, Tom Fletcher, the Emergency Relief Coordinator, arrived this morning. Upon arrival, he met with humanitarian teams in Yangon. In the afternoon, he travelled to Mandalay, which as you know, is the epicentre of the earthquake, where tomorrow he is expected to meet with people impacted by the earthquake, as well as with local responders and other humanitarian workers.
More than 25 search-and-rescue teams are working, medical teams and supplies have been deployed, and water and shelter kits have been distributed in Mandalay and beyond. Just yesterday, more than 30 tons of medical supplies arrived in Myanmar, bringing the total to 100 tons since the earthquakes struck.
The UN Refugee Agency, for its part, has deployed plastic sheets and kitchen sets for about 25,000 people impacted.
The agency is also mobilizing supplies from its warehouses in Myanmar for an additional 25,000 people, but it will need to replenish stocks urgently to meet the massive needs due to the quake.
Our humanitarian colleagues are preparing a new appeal aligned with the Humanitarian Needs and Response Plan, which, as you know, calls for $1.1 billion as needs continue to outpace available supplies and response capacity. So far, less than 5 per cent of this appeal has been received.
For its part, UNHCR is appealing for $16 million to assist 1.2 million people. The funds will be used to manage displacement sites and support vulnerable people in six impacted regions until the end of the year.
OCCUPIED PALESTINIAN TERRITORY
The Office for the Coordination of Humanitarian Affairs reports that thousands more families have now fled westward in the Gaza Strip, in response to another displacement order issued by Israeli forces and covering parts of Gaza City. OCHA warns that these displacement orders have left civilians exposed to hostilities and deprive them of access to essential services for their basic survival.
All crossings, as you know, continue to be closed. We are now in the second month. So, no supplies can come into Gaza.
The World Food Programme has warned that food stocks in Gaza are running out, and assistance programmes are gradually shutting down. As we told you earlier this week, all WFP-supported bakeries had to close. Now, food parcel distributions are soon to end. Hot meals currently continue, but with dwindling supplies. The World Food Programme reminds us that a single hot meal provides 25 per cent or less of a person’s daily dietary needs.
Meanwhile, sanitation conditions across Gaza are likely worsening public health risks. Our humanitarian colleagues say that three makeshift displacement sites in Al Mawasi are now reporting infestations of fleas and mites, causing rashes and other health issues. Treating these infestations require chemicals and other items that will only be available once the crossings are again open for the entry of supplies.
UN humanitarian partners warn that criminal looting and general insecurity are again on the rise, linked to the closure and to lack of basic supplies. On Wednesday, one of the distribution points used by UNRWA was looted, along with nearby buildings. In a social media post, our colleagues at UNRWA said this wasn’t an isolated incident, but rather a symptom of a broader breakdown in civil order.
Turning to the West Bank, OCHA reports that tens of thousands of people remain displaced, unable to return home due to ongoing operations by Israeli forces in the north, mainly in Jenin and Tulkarm. Our humanitarian partners are providing urgent aid and psychosocial support to those impacted.

UN human rights chief Volker Türk called for “an independent, prompt and thorough investigation” into the killings of 15 medical personnel and humanitarian aid workers in Gaza, stating that “those responsible for any violation of international law must be held to account.”
High Commissioner for Human Rights Volker Türk today (03 Apr) told Council members that he is “appalled” by the recent killings of 15 medical personnel and humanitarian aid workers, “which raise further concerns over the commission of war crimes by the Israeli military.”
Türk said, “The Israeli military continues to strike camps for people who have been displaced numerous times, who have nowhere safe to go. The Israeli military also continues to force civilians to move.”
“Half of Gaza is now under mandatory evacuation orders or has been declared a no-go zone,” the UN human rights chief added.
He reiterated, “these orders fail to comply with the requirements of international humanitarian law.
Türk also highlighted, “Hamas and other Palestinian armed groups continue to launch indiscriminate rockets from Gaza into Israel, in breach of international humanitarian law.”
He said, “I am also deeply concerned about the fate and wellbeing of Israeli hostages still held in Gaza.”
The High Commissioner is also “alarmed by the inflammatory rhetoric by senior Israeli officials around seizing, annexing and dividing territory, and about transferring Palestinians outside Gaza.”
“This raises grave concerns about the commission of international crimes and runs counter to the fundamental principle of international law against the acquisition of territory by force,” he added.
Türk highlighted, “in Resolution 2735 passed last June, this Council rejected any attempt at demographic or territorial change in the Gaza Strip, including any actions that reduce the territory of Gaza.”
The High Commissioner urged “the immediate restoration of the ceasefire and unimpeded humanitarian access throughout Gaza.”
He warned again that “there is a high and increasing risk that atrocity crimes are being committed in the Occupied Palestinian Territory.”
The human rights chief stressed, “Under the Geneva Conventions, States have an obligation to act when a serious violation of international humanitarian law has been committed.”
Under the Convention on the Prevention and Punishment of the Crime of Genocide, he continued, “State parties have the responsibility to act to prevent such a crime, when risk becomes apparent.”
Türk urged all those with influence to “ensure the protection of civilians as a matter of absolute priority,” adding that “it is essential that there is full accountability for all violations of international humanitarian and human rights law.”
“All hostages must be released immediately and unconditionally. All those arbitrarily detained must also be released. Israel must refrain from any acts amounting to forcible transfer of Gaza’s population,” he concluded.
