Briefing by Volker Türk, United Nations High Commissioner for Human Rights, on the situation in the Middle East, including the Palestinian question. --------- UN human rights chief Volker Türk called for “an independent, prompt and thorough investigation” into the killings of 15 medical personnel and humanitarian aid workers in Gaza, stating that “those responsible for any violation of international law must be held to account.” High Commissioner for Human Rights Volker Türk today (03 Apr) told Council members that he is “appalled” by the recent killings of 15 medical personnel and humanitarian aid workers, “which raise further concerns over the commission of war crimes by the Israeli military.” Türk said, “The Israeli military continues to strike camps for people who have been displaced numerous times, who have nowhere safe to go. The Israeli military also continues to force civilians to move.” “Half of Gaza is now under mandatory evacuation orders or has been declared a no-go zone,” the UN human rights chief added. He reiterated, “these orders fail to comply with the requirements of international humanitarian law. Türk also highlighted, “Hamas and other Palestinian armed groups continue to launch indiscriminate rockets from Gaza into Israel, in breach of international humanitarian law.” He said, “I am also deeply concerned about the fate and wellbeing of Israeli hostages still held in Gaza.” The High Commissioner is also “alarmed by the inflammatory rhetoric by senior Israeli officials around seizing, annexing and dividing territory, and about transferring Palestinians outside Gaza.” “This raises grave concerns about the commission of international crimes and runs counter to the fundamental principle of international law against the acquisition of territory by force,” he added. Türk highlighted, “in Resolution 2735 passed last June, this Council rejected any attempt at demographic or territorial change in the Gaza Strip, including any actions that reduce the territory of Gaza.” The High Commissioner urged “the immediate restoration of the ceasefire and unimpeded humanitarian access throughout Gaza.” He warned again that “there is a high and increasing risk that atrocity crimes are being committed in the Occupied Palestinian Territory.” The human rights chief stressed, “Under the Geneva Conventions, States have an obligation to act when a serious violation of international humanitarian law has been committed.” Under the Convention on the Prevention and Punishment of the Crime of Genocide, he continued, “State parties have the responsibility to act to prevent such a crime, when risk becomes apparent.” Türk urged all those with influence to “ensure the protection of civilians as a matter of absolute priority,” adding that “it is essential that there is full accountability for all violations of international humanitarian and human rights law.” “All hostages must be released immediately and unconditionally. All those arbitrarily detained must also be released. Israel must refrain from any acts amounting to forcible transfer of Gaza’s population,” he concluded.

The United Nations Mine Action Service (UNMAS) officials briefed the reporters today (03 Apr) in New York ahead of the International Day for Mine Awareness and Assistance in Mine Action (04 Apr), under the theme “Safe Futures Start Here”. The UN mine action community brought attention to the progress made over the last year and the challenges that remain in countries around the world. Giving an update on Gaza, UNMAS’s Lee Woodyear said that the office is still working in the Strip, “we have six people there as of this morning,” adding that the office is doing the best to escort the United Nations missions that are taking place there. He stated that UNMAS escorted the mission that went to investigate the killing of the health workers in Gaza. For his part, Richard Boulter, UNMAS’s Chief of Design, Operational Support and Oversight told reporters, “Landmines, improvised explosive devices and unexploded ordnance continue to cause death and injury on a daily basis.” “On average, one person is killed or injured by such explosive devices every hour. Many children among the victims,” he stated. Boulter said, “The use of improvised explosive devices has expanded, terrorizing civilians and threatening humanitarian actors and the United Nations missions and personnel.” The senior UNMAS official stressed that building on the Pack of the Future, there’s need for funding micro and quick impact projects to address urgent needs of persons with physical disabilities affected by conflict. He said, “This initiative reinforces the global commitment to civilian protection and to scaling up technology and innovation capacities in developing countries.” Briefing the reporters via video link, Fatma Zourrig, Chief of the Mine, Action Programme in Libya reiterated, “every life lost or changed by explosive contamination, delays Libya recovery, undermines the stability on the ground.” She continued, “The threats range from anti-personnel and anti-vehicle mines to UXOs, IED and unsecured contamination. Libya’s vast ammunition storage area, many of which were damaged and destroyed, still hold hundreds of bunkers, some of which are unsecured and pose serious risk.” “Mine action in Libya is not just the technical task, it is a humanitarian and peace building in person. It is about saving lives, restoring confidence and enabling people to return home,” Zourrig highlighted. For his part, Edwin Faigmane, Chief of the Mine Action Programme in Nigeria said that his office has recorded the increasing use of IEDs in northwest Nigeria and in northeast Nigeria. “UNMAS is working with the Nigerian government to mitigate the risks from explosive ordnance. UNMAS deliveries basic education with national NGOs working across the region,” he added. Faigmane said that UNMAS is also working with the police and civil defense to deliver risk education areas that are not accessible by humanitarian actors, which is an initiative funded by the British Government. “In addition, UNMAS with funding from the Japanese government, is beginning to work with the police and civil defense through the newly established National Mine Action Center to train the first two humanitarian demining teams in the country,” he concluded.

Comments to the media by António Guterres, United Nations Secretary-General, on the situation in Myanmar. ----- UN Secretary-General António Guterres has sounded the alarm over the dire situation in Myanmar following last week’s earthquake, which he said has “supercharged the suffering” of a nation already gripped by crisis. “The death toll is now 3,000 and climbing – with thousands injured, and many trapped under the rubble,” Guterres told reporters today (Apr 03), adding that the earthquake had exposed “deeper vulnerabilities facing people throughout the country.” He said, “Even before the earthquake, Myanmar was beset by political, human rights and humanitarian crises – hurting people, spilling over to neighboring countries and the wider region, and opening the door to transnational crime.” Nearly 20 million people - one in every three in Myanmar - were in need of humanitarian assistance prior to the quake, according to the UN. Millions had already been displaced by ongoing conflict and violence. “With the monsoon season just around the corner,” Guterres said, “we need rapid action on several fronts.” He announced the immediate deployment of top UN officials to Myanmar: Emergency Relief Coordinator Tom Fletcher, who arrives Friday, and Special Envoy Julie Bishop, who will travel to the country in the coming days to reinforce the “commitment to peace and dialogue.” Guterres issued a direct plea to the international community “to immediately step up vitally needed funding to match the scale of this crisis,” and called for “rapid, safe, sustained and unimpeded humanitarian access to reach those most in need across the country.” Welcoming recent declarations of temporary ceasefires, Guterres emphasized the urgency of moving toward a broader political solution. “An end of fighting must quickly lead to a beginning of a serious political dialogue and the release of political prisoners,” he said, underscoring the need for “an inclusive political process where all the people of Myanmar feel represented.” “This solution must include a pathway for the safe, voluntary, dignified and sustainable return of the Rohingya from Bangladesh, whom I had the honour of visiting last month in Cox’s Bazar,” Guterres said. “It must include an end to the violence and human rights violations across the country. And it must include a pathway for democracy to take root.” He concluded, “Now is the time to stand in solidarity with the long-suffering people of Myanmar. The United Nations will keep pushing for peace and lifesaving support for the people of Myanmar in their hour of need.”

This was almost 100 more fatalities than in 2023, which already saw a 137 percent increase from 2022.” She continued, “And just three days ago, on 30 March in Rafah, teams from OCHA and the Palestinian Red Crescent Society recovered from a mass grave the bodies of fifteen emergency and aid workers—from the Palestinian Red Crescent Society, Civil Defense, and the United Nations—killed several days earlier by Israeli forces while trying to save lives. Their clearly marked vehicles were found destroyed and crushed.” She stressed, “These deaths bring the number of aid workers killed in the Strip since 7 October 2023 to more than 408. Gaza is the most dangerous place for humanitarians ever.” She stated, “There is no shortage of robust international legal frameworks to protect humanitarian and UN workers. Human rights law and standards, Conventions relating to the UN’s activities and personnel, and international humanitarian law together provide clear obligations to safeguard humanitarian personnel, assets, and operations. What is lacking is the political will to comply.” She also said, “Humanitarians also face the criminalization of their work. More and more are detained, interrogated, and accused of supporting terrorism simply for delivering aid to people in need.”
