UN Special Representative for Haiti María Isabel Salvador said that the challenges faced by the Haitian National Police (HNP) remain “immense.”
Addressing the Security Council today (22 Jan), Salvador said that on 18 January, an additional 217 Kenyan police officers (including an advance team of 5 women) were deployed to Haiti.
In addition, 150 Guatemalans and an advance team of eight Salvadorean troops have also arrived.
However, she continued, “Challenges faced by the HNP remain immense, with high attrition rates, insufficient specialized training, and a lack of equipment. Enhanced international assistance is critical.”
She said, “The worsening security crisis has significantly impacted United Nations operations. In response to the suspension of flights to Port-au-Prince and widespread violence, the UN decided to temporarily reduce its footprint in the capital, while continuing to provide lifesaving assistance.”
She also said, “While there is progress on the political front and reason to be timidly hopeful, the transition framework remains fragile. The increasing fragmentation of the political sectors represented on the Transitional Presidential Council, combined with persistent criticism of this Council, complicates the process.”
She stressed, “Over 6 million people - nearly half the population - require humanitarian assistance, with 3.9 million targeted for aid. The number of internally displaced persons has tripled to over 1 million, with more than half being children. Displacement sites are overcrowded and lack essential services such as clean water, sanitation, and education. Food insecurity affects 48 per cent of the population.”
Ghada Fathi Waly, Executive Director of the UN Office on Drugs and Crime (UNODC) said, “The ongoing violence and instability is compounded by illicit arms flows, drug trafficking, and other illicit markets, and underpinned by corruption and money laundering.”
She also said, “Haiti needs stronger capacities to register, control, and trace firearms and ammunition, including seized weapons and private stockpiles, as well as to collect, request, and analyse firearms seizure data. And maritime and land border control on the Haiti-Dominican Republic border need to be enhanced with equipment, human resources, and improved information sharing. In addition, stronger controls are needed for ships departing Florida for Haiti, but also for the Bahamas and Turks and Caicos, which traffickers are now using as transit destinations.”
She added, “Airspace closures and hardline anti-migration policies in the region, as well as stricter controls in the Darien Gap and the shut-down of the international airport in Port-au-Prince are leading Haitians to take more risk to escape, using the services of migrant smugglers who are ready to put them at risk.”
Also addressing the Council, Jean-Victor Harvel Jean Baptiste, Haitian Minister for Foreign Affairs and Worship, said, “My country has requested the transformation of the Multinational Security Support (MSS) into a United Nations peacekeeping mission, equipped with a clear mandate, adequate resources, and enhanced expertise. This transition is not merely a logistical necessity but a strategic imperative to address the multiple threats facing our country.”
Roberto Álvarez Gil, Dominican Minister for Foreign Affairs, stated, “The time has come for this organization to take on a more effective and direct role in the pacification of Haiti, supporting the authorities of that country.”
Erastus Ekitela Lokaale, Kenyan Permanent Representative to the United Nations, said, “Kenya welcomes and strongly supports Haiti's request to transition the MSS into a UN Peacekeeping Operation. Such a transition would guarantee the necessary resources and support, including enhanced logistics and manpower, and foster greater collaboration by engaging more partners in the stabilization efforts.”

United Nations Video: Colombia: UN Condemns Violence & Calls Implementing the Peace Agreement - Briefing | United Nations
The Head of the United Nations Verification Mission in Colombia (UNVMIC), Carlos Ruiz Massieu, today (22 Jan) condemned the killings in the Catatumbo region involving clashes between armed groups, saying they are “an attack against peace itself.”
Ruiz Massieu told the Security Council in New York that “the bloodshed – the result of an ELN attack in an area of presence of a rival armed group known as EMBF -- is part of the ongoing confrontation between armed groups in various areas of the country where there is a limited presence of the State and where they compete for control over illegal economies.”
He said “Catatumbo is like many regions of Colombia that are still awaiting the dividends of the 2016 Peace Agreement in terms of a comprehensive presence of the State that would bring public services, legal economies, development opportunities and security.”
It is “in the vacuum of state presence,” Ruiz Massieu continued, “that illegal armed groups are fighting for territorial and social control,” and stressed that “implementation of the Peace Agreement is central as ever to lasting solutions for preventing and resolving the causes of armed conflict.”
Turning to the ethnic chapter of the Peace Agreement, the UNVMIC official said, “it is critical to accelerate the implementation of the which focuses on the needs and priorities of Colombia’s Afro-Colombian and Indigenous communities, including their protection,” as “too often they are the most victimized by the violence still plaguing rural Colombia.”
Ruiz Massieu said, “only by fully and deeply implementing the Agreement, bringing a comprehensive presence of the state to long marginalized areas, can the country expect to overcome the factors that continue to foster conflict.”
On 24 November 2024, Colombia marked the eighth anniversary of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace concluded in 2016 between the government of Colombia and the former rebel group Fuerzas Armadas Revolucionarias de Colombia-Ejército del Pueblo (FARC-EP).
Also briefing the Council, FARC-EP ex-combatant Diego Tovar, who is the Representative of the High Contracting Party to the Commission for the Follow-Up, Promotion and Verification of the Implementation of the Final Agreement (CSIVI), said, “in just the last six days, they have been murdered in the Catatumbo region more than 80 people. A hundred were kidnapped and more than 30,000 have been displaced. This violence threatens to spread to other regions. This is the biggest humanitarian crisis we have experienced in Colombia since we signed the Peace Agreement.”
Tovar stressed that “it is still ethnic communities and peoples, women, peasant communities, and the signatories of the Peace Agreement the most affected by the reconfiguration of armed actors, all of them, in dialogue with the national Government.”
For his part, Colombia’s Minister for Foreign Affairs, Luis Gilberto Murillo told the Council that “violence against any Colombian man or woman is an affront to the values that underpin our nation. And it is also an affront to the work that the United Nations and its verification mission in Colombia are doing to consolidate peace in our country.”
That is why, he said, the Government of Colombia has “demanded that these armed organizations cease violence and give serious, verifiable signs of their will for peace.”
Outside the Council, Murillo told journalists that the government has “made progress” in ensuring a greater presence of the State in remote areas of the country.
He said these areas “have traditionally been excluded and that is why we have signed some 16 territorial pacts to guarantee the implementation of development plans with a territorial approach that will guarantee not only the presence of State security agencies - military forces, public security forces - but also the presence of the Social State that truly guarantees that the basic needs of that population are met. And that is the effort that the Government is making.”
Secretary-General António Guterres on Tuesday expressed deep concern about the recent violence and condemned the killing of civilians, “including former combatants who signed the 2016 Final Peace Agreement, human rights defenders and social leaders, and is concerned by the reported displacement of thousands of civilians.”

The Secretary-General delivered his address to the World Economic Forum in Davos today. He outlined how climate change and ungoverned artificial intelligence are two profound threats that demand much more attention and intelligent collaboration than they are receiving, as they threaten to upend life as we know it.
He called out parts of the private sector that are actively backtracking on climate goals, telling them: You are short-sighted and on the wrong side of history. “To the corporate leaders who remain committed to climate action,” the Secretary-General went on to say, “your leadership is needed now, more than ever. Do not back down. Stay on the right side of history.”
Regarding Artificial Intelligence, the Secretary-General underscored how, through the Global Digital Compact, the United Nations is working with governments, industry, and civil society to ensure that AI becomes a tool of opportunity, inclusion and progress for all people.
In remarks afterwards, the Secretary-General said that we have witnessed in recent days in Gaza an example of robust diplomacy that should be recognized.
The Secretary-General also participated in the annual off-the-record IGWELL lunch organized by the World Economic Forum, and he also continued with a number of bilateral meetings.
COLOMBIA
This morning, Carlos Ruiz Massieu, the head of the UN Verification Mission in Colombia, briefed Security Council members. He said that, as last year ended, Colombians celebrated the eighth anniversary of the Peace Agreement, but that tragically, the first days of the year have been marred by violence in the Catatumbo region of northeast Colombia.
This has resulted in the deaths of dozens of people, including former combatants, signatories of the Peace Agreement, as well as local leaders and members of communities. Thousands of people have also been displaced.
Mr. Ruiz Massieu called again for armed groups to cease all actions that place at risk the civilian population, and to allow unhindered access for
humanitarian responders.
Local teams of the Verification Mission have assisted in the evacuation of
at-risk persons including ex-combatants from the areas of confrontation,
and UN humanitarian colleagues are offering their support to the affected
population, he said.
Yesterday evening, the Secretary-General also issued a statement calling for an immediate cessation of violence and reiterating the importance of fully implementing the Final Peace Agreement as the cornerstone for consolidating peace in Colombia.
This afternoon, Council members will hear from the Secretary-General's Special Representative on Haiti, María Isabel Salvador, and the Executive Director of the UN Office on Drugs and Crime, Ghada Waly.
