Briefing by Dr. Richard Peeperkorn, World Health Organization's (WHO) representative for the Occupied Palestinian Territory, on the situation in the Middle East, including the Palestinian question. -------------- Also briefing via video teleconference, the World Health Organization’s (WHO) Representative for the West Bank and Gaza, Rik Peeperkorn, said, “time and again, hospitals have become battlegrounds, rendering them out of service and depriving those in need of lifesaving care. The health sector is being systematically dismantled and pushed to the breaking point, its resilience tested amid dire shortages of medical supplies, equipment, and specialized staff. Only 16 out of 36 hospitals in Gaza remain partially functional, with a total bed capacity of just 1,822—far below what is needed to address the overwhelming health crisis.” Peeperkorn said the WHO “remains deeply concerned about Dr Hussam Abu Safiya, the Director of Kamal Adwan Hospital who was detained during the raid,” and called “for his immediate release.” He said, “reports indicate that key areas of the hospital were burnt and severely damaged during the raid, including the laboratory, surgical unit, engineering and maintenance department, operations theatre, and the medical store. WHO and partners' efforts over the last months to sustain the hospitals’ operations have been undone.” Back in the Council Chambers, Palestinian Ambassador Riyad H. Mansour said, “Doctor Mahmoud Abu Nujaila, who was killed in an Israeli airstrike on Al Awda Hospital, wrote a message many months ago on a whiteboard in the hospital normally used for planning surgeries.” Holding back tears as he quoted Dr Nujaila, Mansour said, “whoever stays until the end will tell the story. We did what we could. Remember us. Remember us.” For his part, Israeli Ambassador Brett Jonathan Miller said, “this week’s precise operation by the IDF revealed the extent of Hamas's abuse of the facility. Over 240 terrorists were apprehended, including 15 who participated on October 7th massacre, the darkest day in Israel's modern history where with 1,200 lives were brutally taken by the terrorists. Among those apprehended was a hospital director himself, who suspected of being a Hamas operative, as hundreds of Hamas and Islamic defectors were hiding inside the Kamal Adwan hospital under his management. He is currently being investigated by Israeli security forces. Colleagues, this operation was not a choice. It was a necessity, conducted based on extensive intelligence gathered over months, confirming Hamas's activities on hospital premises. In accordance with international humanitarian law, the IDF has implemented comprehensive measures to mitigate harm to civilians.”

He said that the destruction of hospitals across Gaza goes beyond depriving Palestinians of their right to access adequate healthcare. Those hospitals provided sanctuary for thousands of people with nowhere else to go. He said that across Gaza, Israeli military operations in and around hospitals, and associated combat, have had a terrible impact, precisely at a time of massive demands on healthcare due to the ongoing conflict. He added that, according to the Palestinian Ministry of Health, more than 1,050 medical professionals have been killed in Gaza. The High Commissioner is calling for independent, thorough and transparent investigations into all Israeli attacks on hospitals, healthcare infrastructure and medical personnel – as well as the alleged misuse of such facilities. Rik Peeperkorn, the World Health Organization representative in the Occupied Palestinian Territory, also briefed the Security Council on Gaza. He said that some 7 per cent of Gaza’s population has been killed in the past 14 months’ fighting while many others have suffered life-changing injuries. The health care system is being pushed to breaking point, he added, with only 16 of Gaza’s 36 hospitals remaining partially functioning. Dr. Peeperkorn added that more than 12,000 people in Gaza still require medical evacuation – which means, at the current rate, it would take five to ten years to evacuate all the critically ill patients. OCCUPIED PALESTINIAN TERRITORY Meanwhile, the Office for the Coordination of Humanitarian Affairs warns that civilians are facing heightened pressure to relocate yet again within the Gaza Strip. Today, the Israeli authorities ordered those staying in Al Bureij area of Deir al Balah governorate to move west, citing rocket fire into Israel. The Israeli authorities continue to deny UN attempts to coordinate aid workers’ movement within Gaza. Today, six out of 10 coordination attempts were rejected outright. Of the remaining four, only two went ahead fully, while the other two encountered serious impediments. Among the rejected attempts today was our plan to deliver supplies to the besieged areas of North Gaza governorate. OCHA says that the denial of humanitarian assistance, especially to survivors who remain in North Gaza, is a push factor for further displacement. OCHA reminds us that most people across the Gaza Strip have already been displaced multiple times. They are often forced to flee amid intense bombardment with almost none of their belongings. Also, people are pressured to move into unsafe areas that lack the basics for human survival. In this situation, humanitarian organizations are doing everything they possibly can to support people wherever they are. The World Health Organization reports that 55 patients and 72 companions were evacuated from Gaza on Tuesday for medical treatment in the United Arab Emirates. Over 5,300 patients have been evacuated abroad since October 2023, leaving over 12,000 patients still awaiting evacuation. UNRWA’s Commissioner-General, Philippe Lazzarini, said today that the Israeli Knesset bill to ban the agency from operating in the Occupied Palestinian Territory is due to come into effect in less than four weeks. Mr. Lazzarini emphasized that UNRWA’s teams are meanwhile committed to stay and deliver. Since October 2023, UNRWA has provided 6.7 million medical consultations in Gaza – over 1,600 consultations per day. Some 730,000 people have received mental health and psychosocial support, thanks to UNRWA. And, with partners, the agency vaccinated 560,000 children under the age of 10 against polio. In addition, nearly 2 million people have received food assistance, hundreds of thousands of displaced people have stayed in UNRWA shelters and, since the summer, UNRWA’s teams have reached 18,000 children with learning activities. LEBANON/PEACEKEEPING Our peacekeeping colleagues in Lebanon are telling us that operations by the Israel Defense Forces (IDF) north of the Blue Line have continued, including with movements further north reported in Sector East. A redeployment by the Lebanese Armed Forces was conducted this week in Shama in Sector West. Israel and Lebanon have recommitted to full implementation of Security Council resolution 1701. At a flag installation ceremony for the newly elected Members, Denmark’s Ambassador Christina Markus said, “the world is marked by profound uncertainties, raging conflicts, climate disasters and humanitarian crises,” adding that “there's plenty of work to be done, and our commitment to it must be steadfast.” Greece’s Ambassador Evangelos Sekeris said his country “looks forward to acting as a stabilising factor, serving as a bridge between the north of the south, the east and the west, while contributing to restoring the true meaning of the principle of the peaceful resolution of disputes.” Pakistan’s Ambassador Asim Iftikhar Ahmad said, “cooperative multilateralism with the UN at its core is the best way of tackling the multifaceted challenges of today,” and stressed that “we need to earnestly address the root causes of long-outstanding as well as new conflicts, prioritise dialogue and diplomacy, and support confidence building at regional and global levels to reduce tensions, to reverse the arms race and enable an environment conducive for peace, stability and development.” Panama’s Ambassador Eloy Alfaro de Alba said, “the Security Council played a crucial role in our national history when it held a formal meeting for the second time out of its headquarters in Panama City in 1973, under the able stewardship of our then ambassador to the United Nations, Aquilino Boyd.” Somalia’s Ambassador Abukar Dahir Osman for his part said, “as a proud member State of African Union, the Arab League and Organisation of Islamic Cooperation, we are profoundly conscious of the sacred trust placed in our nation and the weight of responsibility that accompany this mandate.” The five newly elected countries will join Algeria, Guyana, the Republic of Korea, Sierra Leone, and Slovenia as non-permanent members of the Council.

This footage was taken by the terrorist who killed 14 people during an attack in New Orleans. Shamsud-Din Jabbar wore hands-free Meta glasses to film the city's French Quarter as he cycled and is even seen trying them out while staying at a rental property in the city. US citizen Jabbar drove his white pick-up truck into a crowd celebrating New Year in Bourbon Street in the early hours of January 1st. He was killed in a shootout with police after exiting the vehicle and firing a weapon. The FBI also released footage of Jabbar depositing two IEDs in coolers. Jabbar attempted to detonate the IEDs using a transmitter during the attack, but for unknown reasons neither of the devices exploded. Investigators are now honing in on a trip to Egypt Jabbar took in June 2023, to determine how and why the US army veteran chose to carry out an Isis-inspired attack. Of the 30 others injured in the incident, 13 remain in hospital, with eight people in intensive care.
