Briefing by Geir Pedersen, Special Envoy of the Secretary-General for Syria, on the situation in the Middle East. ------------ UN Special Envoy for Syria Geir Pedersen said that there are “great opportunities and real dangers” as the country charts a new course following the fall of the former regime one month ago. Briefing the Security Council today (8 Jan) on the situation in Syria, Pedersen said, “Decisions taken now will determine the future for a long time to come. There are great opportunities and real dangers. Syrians and the international community need to get the next phase right, and the UN stands ready to do everything we can to facilitate, to help and to support.” He also said, “There are signs of instability within areas under the control of the caretaker authorities. While there are many areas where law and order appear to be good, we have seen multiple reports of incidents of violence – in the coastal region and Homs and Hama in particular – including accounts of degrading and humiliating treatment.” He continued, “There are significant areas outside the control of the caretaker authorities, the conflict continues, and there are also very real threats to Syria’s sovereignty, unity and territorial integrity. The northeast, as well as parts of Aleppo city, remain under the control of SDF and YPG. Despite a US brokered ceasefire near Manbij in December, there have been reports of clashes and exchanges of artillery fire between the SDF and Syrian National Army forces in particular.” He also said, “We are deeply concerned by continued Israeli military presence and activity, including beyond the area of separation in violation of the 1974 Disengagement Agreement. Furthermore, restrictions on UNDOF’s freedom of movement imposed by IDF should be lifted without delay. Attacks on Syria’s sovereignty and territorial integrity must stop.” He stressed, “Reports of the IDF using live ammunition against civilians, displacement and destruction of civilian infrastructure are also very worrying. Such violations, along with Israeli airstrikes in other parts of Syria – reported even last week in Aleppo – could further jeopardize the prospects for an orderly political transition. “ He continued, ISIL remains a significant concern, with ongoing ISIL activities and worries that they may seek to take advantage of security flux in some areas.”

Briefing by Mr. Mohamed Khaled Khiari, Assistant Secretary-General for Middle East, Asia and the Pacific in the Departments of Political and Peacebuilding Affairs and Peace Operations, on the Non-proliferation/Democratic People's Republic of Korea - Security Council, 9833rd meeting. --- Khaled Khiari, UN Assistant Secretary-General for peacebuilding and political affairs, briefed ambassadors two days after the DPRK, commonly known as North Korea, fired off what it described as a new type of intermediate-range hypersonic ballistic missile (IRBM) loaded with a hypersonic glide vehicle. He cited an official statement from Pyongyang which said the missile flew in line with its predetermined flight trajectory at 12 times the speed of sound before landing in the sea. ‘Serious military strike’ While the DPRK said the launch had no negative impact on the security of neighbouring countries, no airspace or maritime safety notifications were issued, he added. “The statement reported that the system can ‘deal a serious military strike to a rival by effectively breaking any of its dense defensive barriers’”, said Mr. Khiari, quoting from the document. He explained that hypersonic glide vehicles “travel at least five times the speed of sound and make evasive manoeuvres, making defence measures against the weapon much more difficult.” Continued missile launches In voicing the UN’s serious concern, Mr. Khiari noted that this marked the fourth IRBM launch by the DPRK since the beginning of 2024. This same period has also saw the launch of an intercontinental ballistic missile and multiple short-range ballistic missiles, as well as the attempted launch of a military reconnaissance satellite. “In addition, the display of an undeclared enrichment facility in Kangson and the ongoing commissioning of the light water reactor at Yongbyon are clear violation of relevant Security Council resolutions, as are the continued launches of missiles using ballistic missile technology,” he continued. Five-year plan He told the Council that the DPRK has been actively working towards acquiring new military capabilities in line with its current five-year military development plan, which is now entering its final year. He said the plan has called for the development of what the DPRK calls tactical nuclear weapons, “super-large” nuclear warheads, various intermediate and long-range ballistic missile capabilities, military reconnaissance satellites and a nuclear submarine, among others. The authorities also recently emphasized that 2025 should see the successful completion of the plan. Undermining nuclear disarmament “The DPRK’s persistent pursuit of its nuclear and ballistic missile programmes continues to undermine the global nuclear disarmament and non-proliferation regime,” said Mr. Khiari. “It also escalates tensions and contributes to the further isolation of the DPRK from the international community,” he added. He underlined that the UN continues to call on the country to fully comply with its international obligations. Ease tensions, promote diplomacy “As we enter 2025 amidst growing challenges to global peace and security, it is imperative to ease tensions on the Korean Peninsula,” he told the Council. “Diplomatic engagement remains the only pathway to sustainable peace and the complete and verifiable denuclearization of the Korean Peninsula. In this respect, we welcome offers to engage in dialogue with the DPRK without preconditions.” Mr. Khiari said the Council must also remain attentive to the humanitarian situation in the country. He reiterated the call for Pyongyang to expedite the return of the UN Country Team and the international community to strengthen support for the population and advance sustainable development.

Just an announcement that later today, the Secretary-General will go to Washington, D.C. where, on Thursday, he will attend the state funeral for former President Jimmy Carter, and that is at the invitation of the former President’s family. The Secretary-General will be back here tomorrow afternoon. SYRIA This morning here in the Security Council you heard from Geir Pedersen, our Special Envoy for Syria, briefed via videoconference from Geneva. He told Council members that we are ready to work with the caretaker authorities in Syria on how important ideas and steps so far articulated and initiated could be developed towards a credible and inclusive political transition. The Syrian people, he said, and the international community need to get the next phase right, he said, and we stand ready to do everything we can to facilitate it, to help and to provide support. He confirmed that we are already strengthening the presence and expertise of our political mission in Damascus. And that there is active UN planning to ensure delivery as one across all themes of potential support for a credible and inclusive transition. For his part, our Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, told Council members that in terms of the humanitarian situation in Syria, there are close to 13 million people that are still facing acute food insecurity and other challenges especially with the harsh winter upon us. He announced the allocation of an additional $8 million from the Central Emergency Response Fund. This brings the CERF support for scaling up humanitarian operations in Syria to $20 million. He told Council members also that we are doing all we can to assist those in need, and humanitarian operations are continuing at scale through border crossings with Türkiye. Cross-line movements, however, remain a challenge in different parts of the north-east of Syria. Both officials spoke about addressing sanctions, mainly to ensure efficient flow of support into and through Syria. OCCUPIED PALESTINIAN TERRITORY Turning to the situation in Gaza, our colleagues from the Office for the Coordination of Humanitarian Affairs report that Palestinian civilians endure horrific levels of violence as hostilities continue across the Gaza Strip. UNICEF says that in the first seven days of this year alone, at least 74 children have reportedly been killed in Gaza. The attack yesterday saw five children reportedly killed in Al Mawasi. The agency’s Executive Director, Catherine Russell, said the new year has brought more death and suffering to the children of Gaza due to attacks, deprivation and growing exposure to the cold. The continued lack of basic shelter amid winter temperatures pose serious threats, with more than a million children living in makeshift tents. The UN and our partners are doing whatever we can with the supplies available to provide shelter support to displaced Palestinians. Between 22 December and this past Saturday, our partners assisted more than 2,000 families in Gaza, both with central and southern part of the Strip with tents and sealing-off material. We also assisted about 200 families in Gaza governorate itself. Meanwhile, OCHA reports that Israeli authorities continue to deny UN-led efforts to reach North Gaza governorate, where Palestinians have been under siege for more than 90 days. Another attempt to reach besieged areas yesterday to deliver critical humanitarian assistance was denied. Across Gaza yesterday, Israeli authorities facilitated only four out of eight of our requests for coordinated humanitarian movements. The rest were either denied or canceled due to security or logistical challenges. And a quick update from our colleagues with the World Health Organization, who say they and their partners support the medical evacuation of six child patients and five companions from Gaza to the United States, as well as four patients and five companions to Jordan. Wildfires have struck fear into residents of America's second biggest city. (Subscribe: https://bit.ly/C4_News_Subscribe) Around 70,000 people have now been ordered to evacuate - among them, the ultra-rich and ultra-poor. Three major wildfires are currently blazing out of control across the Los Angeles area. A fourth has been controlled. The Eaton fire, near Pasadena, has killed two people and burned more than 2,000 acres. Another is in Hurst, a rural community in the San Fernando Valley. But the largest is the Palisades blaze. It has already consumed more than 5,000 acres in the affluent Pacific Palisades neighbourhood and is now threatening parts of Santa Monica.
