Today, he spoke to your colleagues who are covering the climate conference and said that the COP29 is now down to the wire. He underscored that what we need is clear: Agreement on an ambitious new climate finance goal in Baku in the context of a balanced set of decisions. The Secretary-General appealed directly to ministers and negotiators to soften their hard lines and navigate through their differences. And he asked them to keep their eyes on the bigger picture. The Secretary-General also underscored that finance is not a hand-out; it’s an investment. It’s an investment against the devastation that unchecked climate chaos will inflict on all of us. It’s also a down payment on a safer, more prosperous future for every nation on Earth. Today, he also met with various parties to discuss how a deal can be struck in Baku. Colombia - trip announcement The Under-Secretary-General for Political and Peacebuilding Affairs, Rosemary DiCarlo, is in Colombia today. She will take part lated today in the commemoration of the 8th anniversary of the Peace Agreement between the Government of Colombia and the former FARC-EP guerilla movement. The signing of the Peace Agreement ended one of the oldest armed conflicts in the world. Ms. DiCarlo will underscore that Colombia’s peace process is a source of inspiration globally. Rarely in recent years has a long-standing armed conflict been resolved through negotiations. She will also reiterate the UN's support to Colombia, including through our Verification Mission, and the implementation of the Agreement and the pursuit of expanded peace. Ms. DiCarlo will also meet with Colombian officials and political leaders, as well as various signatories of the Peace Agreement and representatives of civil society, including women's groups. Occupied Palestinian Territory The Humanitarian Coordinator for the Occupied Palestinian Territory, Muhannad Hadi, warned today that insecurity could bring the humanitarian operations in Gaza to a standstill. In a statement issued a short time ago, Mr. Hadi said the delivery of critical aid across the Strip – including food, water, fuel and medical supplies – is grinding to a halt. The survival of two million hangs in the balance. As we told you yesterday, bakeries in Gaza are closing one after the other for lack of flour or fuel to operate power generators. Mr. Hadi said that for more than six weeks, Israeli authorities have banned commercial imports. At the same time, a surge in armed looting targeting humanitarian convoys and truck drivers – fueled by the breakdown in public order and safety – has further crippled our ability to collect supplies from border areas and deliver critical aid. He said that this year, UN trucks have been looted 75 times – including 15 attacks since 4 November. Meanwhile, armed people have broken into UN facilities on nearly three dozen occasions. Just last week, one convoy driver was shot in the head and hospitalized, alongside one of his colleagues. Mr. Hadi stressed that humanitarian agencies in Gaza remain committed to staying and delivering, but our ability to do so is increasingly called into question. He appealed for the establishment of safe and unimpeded humanitarian access across Gaza through lawful means. Mr. Hadi underscored that our calls on behalf of civilians in Gaza can no longer be ignored. Turning now to the situation in the West Bank, our colleagues from the Office for the Coordination of Humanitarian Affairs and our colleagues at UNRWA – in cooperation with the Palestinian Authority as well as other humanitarian partners – are assessing the humanitarian needs of people affected by a nearly two-day operation conducted by Israeli forces in Jenin and Jenin refugee camp. OCHA stresses that children are bearing the brunt of the worsening situation in the West Bank. Our humanitarian colleagues report that since 7 October of last year, four Palestinian children have been killed every week on average in the West Bank – marking a three-fold increase compared to the first nine months of 2023. Meanwhile, violence by settlers continues to displace Palestinian children in the West Bank. Of the more than 1,700 Palestinian displaced by settler violence, intimidation and harassment in Bedouin communities and herding communities, nearly half were children. I sense an appetite for agreement, but areas of convergence are coming into focus. But let’s be frank, many substantial differences are still remaining. Success is not yet guaranteed. We need a major push to get discussions over the finishing line.” He also said, “International cooperation – centred on the Paris Agreement – is indispensable to climate action. Amidst geopolitical divisions and uncertainties, the world needs countries to come together here in Baku. So, I appeal directly to ministers and negotiators: soften hard lines. Navigate a path through your differences. And keep your eyes on the bigger picture.” He stressed, “Never forget what is at stake. This is a COP to deliver justice in the face of climate catastrophe, to help move us closer to securing a decent world for all humanity.”

Amid discussions on the formation of a new peacekeeping mission in Haiti, a top United Nations official today (20 Nov) told the Security Council that “robust international security support is required now,” and added that “there are no ideal options for addressing the severe and multifaceted crisis in Haiti.” As armed gangs are reported to be gaining ground in the capital, Port-au-Prince, Assistant Secretary-General Miroslav Jenča said, “having encircled the capital and all access roads, armed gangs have made territorial advances in strategic areas and according to some estimates now control 85 percent of the capital.” Jenča said, “desperate Haitians are increasingly turning to vigilante groups, establishing roadblocks, taking justice into their own hands. This is not just another wave of insecurity; it is a dramatic escalation that shows no signs of abating.” “As time passes and the situation deteriorates,” he told the Council, “We are left with less options and the Haitian people are left with less hope,” and stressed that it was “high time we turn commitments into action to prevent any further erosion of security and state authority in Haiti.” Briefing via video teleconference, Kenya’s National Security Advisor to the President, Monica Juma, said, “a peacekeeping operation will avail greater resources to the mission in a predictable and sustainable manner. It will also provide a broader platform for collaboration and participation of more partners.” Juma emphasised that “the transition from the MSS to a PKO must be carefully executed to avoid any gaps that could undermine the security situation on the ground.” She said, “as we consider this possibility, which could take some time, we must not lose sight of the urgency of the current situation.” Kenya currently leads the Multinational Security Support (MSS) mission, tasked with supporting efforts by the Haitian National Police. Haiti’s Ambassador Antonio Rodrigue told the Council that “this new peacekeeping operation in the country will function by learning the lessons of the past and will not repeat the same mistakes as MINUSTAH.” Rodrigue invited the Council “to take this decision to meet the challenges of the moment within its responsibilities in the area of the maintenance of international peace and security, thereby showing the Haitian people, that the international community remains loyal to its principles of international peace and security.” A resolution passed by the Permanent Council of the Organization of American States on 13 November urged the Security Council to urgently support Haiti’s request to transition the MSS mission into a UN peacekeeping operation.

A boxer in his youth, John Prescott was never one to back away from a fight. His pugnacity in the ring would transfer to his work with the unions, the Labour Party, and to the top of British government. Born in North Wales in 1938 and raised in Yorkshire and Cheshire, John Leslie Prescott joined the Merchant Navy after failing the 11+ and leaving school at 15. He was a member of the National Union of Seamen and was heavily involved in the national strike of 1966. He became Labour MP for Kingston upon Hull East in the 1970 election. Although he was from the traditional socialist wing of the party, in the early 90s he became an enthusiastic backer of the New Labour project. First helping then-leader John Smith to ditch the union block vote in favour of ‘one member, one vote’. And then, after Smith’s sudden death in 1994, Prescott was elected as deputy Labour leader with Tony Blair securing the top job. The two men could not have been more different. Whilst the smooth-talking Blair was the man to relay the New Labour message, the unvarnished Prescott rolled into towns on his battle bus to rally traditional Labour supporters. This year’s COP29 summit in Baku brought together global leaders to discuss the growing threat of climate change. Or at least, it brought some of them together. The leaders of the world’s top 13 carbon polluting countries didn’t show up. Along with forced smiles and firm handshakes, there were plenty of awkward moments. The leader of Poland, Andrzej Duda, skipped the official class photo, due to the presence of Belarusian leader Alexander Lukashenko - one of Russia’s staunchest allies. Some criticised the choice of Azerbaijan as the host nation, which has been accused of detaining environmental campaigners, while President Ilham Aliyev described oil and gas as 'gifts from god'. In fact, fossil fuel lobbyists appear to have been welcome at the conference. And Elnur Soltanov, CEO of the COP29 team, was secretly filmed by the BBC, facilitating a fossil fuels deal on the sidelines of the summit. Despite much talk on plans to tax harmful meat consumption, there were plenty of meat options on the menu for COP delegates. It's all led to some sharp criticism of COP29, including from Bangladesh's interim leader Muhammad Yunus.
