With 281 deaths already recorded, this surpasses last year’s total of 280, which was itself a record. https://www.unocha.org/news/un-relief-chief-decries-bullets-and-bombs-against-aid-workers (New York/Geneva, 22 November 2024) The year 2024 has become the deadliest on record for humanitarian personnel, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) said today, citing data from the Aid Worker Security Database. This grim milestone was reached with the recorded death of 281 aid workers globally, surpassing previous records. “Humanitarian workers are being killed at an unprecedented rate, their courage and humanity being met with bullets and bombs,” said Tom Fletcher, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator. “This violence is unconscionable and devastating to aid operations. States and parties to conflict must protect humanitarians, uphold international law, prosecute those responsible, and call time on this era of impunity.” The year 2023 also saw record fatalities compared to previous years, with 280 aid workers killed across 33 countries. The war in Gaza is driving up the numbers, with more than 320 humanitarian personnel killed since 7 October 2023. Many were killed in the line of duty while providing humanitarian assistance. Most were staff members of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). Threats to aid workers extend beyond Gaza, with high levels of violence, kidnappings, injuries, harassment, and arbitrary detention reported in Afghanistan, the Democratic Republic of the Congo, South Sudan, Sudan, Ukraine and Yemen, among other countries. The majority of fatalities involve local staff working with non-governmental organizations, UN agencies and the Red Cross/Red Crescent Movement. Violence against humanitarian personnel is part of a broader trend of harm to civilians in conflict zones. Last year, more than 33,000 civilian deaths were recorded in 14 armed conflicts – a staggering 72 per cent increase from 2022. Despite the dangers, humanitarian organizations continue to deliver vital assistance, reaching nearly 144 million people in need last year. As of November 2024, they have supported more than 116 million people worldwide. On 24 May 2024, the Security Council adopted Resolution 2730 in response to the growing violence and threats against humanitarian workers. The resolution mandates the Secretary-General to recommend measures to prevent and respond to such incidents, enhance accountability, and improve protection for humanitarian personnel and assets. These recommendations will be presented at a Security Council meeting on 26 November.

That surpasses the previous record of 280 aid workers who lost their lives just last year. The Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, said humanitarian workers are being killed at an unprecedented rate, with their courage and humanity being met with bullets and with bombs. He urges States and parties to conflict to protect humanitarian workers, to uphold international law, to prosecute those responsible and call time on this era of impunity. The war in Gaza is driving up the numbers of aid worker deaths, with more than 320 humanitarian personnel killed in the Gaza Strip since 7 October 2023. Many were killed in the line of duty while providing humanitarian assistance, and as you know, most of the fatalities have been UNRWA workers. There are also high levels of violence, of kidnappings, injuries, harassment and arbitrary detention of aid workers reported in Afghanistan, in Sudan and Ukraine, among other countries. Occupied Palestinian Territory In Gaza, the Office for the Coordination of Humanitarian Affairs tells us that 40 families in Nuseirat, in central Gaza, lost their shelter and belongings after a school there that was being used as a shelter was struck just two days ago. That attack killed seven people, including two children, and injured more than 20 others. Our colleagues from OCHA and the UN Mine Action service visited the area in the wake of the attack to assess people’s needs and to help mobilize humanitarian assistance. Meanwhile, people in parts of North Gaza governorate are fighting for survival after weeks under Israeli siege, with more shelling and destruction reported in Beit Lahiya yesterday. There have been no rescue services in besieged areas in more than 40 days. As hostilities continue, aid operations across Gaza are still facing major access restrictions, particularly in Rafah and North Gaza governorates. This is severely limiting the critical delivery of food, medical supplies and fuel supplies – including those needed to power water wells – and deepening an already dire humanitarian situation. OCHA reports that as of today, only about a third of 129 planned humanitarian missions in Gaza over the past week were facilitated by Israeli authorities. The rest were either denied, impeded or canceled due to security or logistical reasons.  As winter nears, Palestinians across the Gaza Strip are in dire need of adequate shelter to protect them from the rain and cold. Our partners are distributing tents and tarpaulins as quickly as possible, but it is just a fraction of what is actually needed in the area. Sudan In Sudan, the World Food Programme (WFP) announced today that a food aid convoy arrived in North Darfur’s Zamzam camp for the first time since famine was confirmed in August. The combination of fighting around North Darfur’s capital El Fasher, and impassable roads brought on by the rainy season from June to September cut off incoming transport of food assistance for months. As an example, it took this convoy two weeks to reach Zamzam camp from the Adre crossing. Basically, it took them two weeks to drive 400 km, which is about 250 miles. WFP says that further convoys remain en route to other hard-to-reach areas. This includes 14 locations that WFP characterizes as “hotspots” in Sudan due to the severity of food insecurity and the risk of famine. In total, the trucks will carry 17,500 tonnes of food assistance, enough to feed 1.5 million people for one month. Since September, WFP has delivered food assistance to an average of 2 million people each month across Sudan. The Agency expects that this number will grow with this latest surge in its operations across the country. Just to underscore that, sadly, Sudan is home to half of the world’s population facing catastrophic hunger. WFP reiterates its call for all border crossings into Sudan to remain open and fully operational, so that life-saving aid can pour in. The scale of Saturday's air strike and the fact it happened without warning indicate that a senior Hezbollah figure could have been the target, although there has been no confirmation from either the armed group or the Israeli military. A boxer in his youth, John Prescott was never one to back away from a fight. His pugnacity in the ring would transfer to his work with the unions, the Labour Party, and to the top of British government. Born in North Wales in 1938 and raised in Yorkshire and Cheshire, John Leslie Prescott joined the Merchant Navy after failing the 11+ and leaving school at 15. He was a member of the National Union of Seamen and was heavily involved in the national strike of 1966. He became Labour MP for Kingston upon Hull East in the 1970 election. Although he was from the traditional socialist wing of the party, in the early 90s he became an enthusiastic backer of the New Labour project. First helping then-leader John Smith to ditch the union block vote in favour of ‘one member, one vote’. And then, after Smith’s sudden death in 1994, Prescott was elected as deputy Labour leader with Tony Blair securing the top job. The two men could not have been more different. Whilst the smooth-talking Blair was the man to relay the New Labour message, the unvarnished Prescott rolled into towns on his battle bus to rally traditional Labour supporters. MPPs from the Ontario NDP are calling on the provincial government to tighten rules on ticket reselling following steep prices fans faced trying to get tickets for Taylor Swift’s Era’s Tour in Toronto. MPP Kristyn Wong-Tam, who represents Toronto Centre, said she introduced two motions in the legislature on Thursday. One calls on the province to investigate and create a system to end price-gouging and fix the ticket resale market.
