Occupied Palestinian Territory
The UN Office for the Coordination of Humanitarian Affairs warn that civilians are not safe anywhere in the Gaza Strip.
Yesterday, the Israeli military once again ordered the evacuation of large areas within Gaza, citing rocket fire into Israel. OCHA’s initial analysis indicates that the new orders cover about three square kilometres in North Gaza and Deir al Balah governorates. Since then, strikes were reported in Al Mawasi area, where people had been ordered to move and take shelter.
UNRWA’s Commissioner-General, Philippe Lazzarini, has issued a statement saying that this is another reminder that there is no “humanitarian zone,” let alone a “safe zone.” He warned that every day without a ceasefire will bring more tragedy.
Over 80 per cent of the Gaza Strip is under unrevoked Israeli evacuation orders.
In this situation, OCHA warns that the ability of humanitarian organizations to support people in need across Gaza is further diminishing. December saw some of the toughest restrictions on humanitarian movement ever recorded. This includes blocking access to border areas for collecting supplies and denying attempts to deliver goods and services or assess needs across Gaza. Overall, 39 per cent of UN attempts to move aid workers anywhere in Gaza were denied by the Israeli authorities, with another 18 per cent disrupted on the ground or hindered.
For the besieged areas in North Gaza governorate, access has been denied for 88 consecutive days; that is since 6 October 2024.
Turning to the West Bank, we have an assessment carried out by OCHA, UNRWA and humanitarian partners in the aftermath of the operation that Israeli forces carried out in Tulkarm and Nur Shams refugee camps last week, on 24 and 25 December. The UN teams visited the area on Tuesday. They estimate that over 1,000 housing units and about 100 shops were damaged from explosions or bulldozing. Over 20 families comprising more than 90 people were displaced. Damage to infrastructure disrupted electricity, water and sewage networks.
In response, OCHA has mobilized humanitarian action by the partners, who are already trucking water to people. The teams also expect to install new water tanks, vacuum sewage and distribute hygiene kits and emergency cash.
United States
In a statement we issued last night, the Secretary-General strongly condemned the attack in New Orleans, where a driver struck a crowd gathered to celebrate the New Year, reportedly killing at least 15 people and injuring over 30 others.
He extends his condolences to the families and loved ones of those who lost their lives and to the Government and people of Louisiana and the United States. He also wishes a swift recovery to the persons injured.

Distinguished members of the Security Council,
The Middle East is witnessing yet another dangerous
escalation.
The hostilities unfolding between Israel and the Houthis have
taken an escalatory turn over the past weeks.
The most recent round of military escalation follows a year of
increasing Houthi attacks targeting Israel as well as vessels in the Red
Sea and the Gulf of Aden that threaten civilians, regional stability and
freedom of maritime navigation.
Madam President,
Since 13 December, the Houthis have claimed at least 11
attacks targeting Israel, using ballistic missiles and uncrewed aerial
vehicles.
On 19 December, Israel conducted airstrikes that targeted
energy and port infrastructure in the Houthi-controlled ports of
Hudaydah, Salif and Ra’s Isa as well as Sana’a. The Israel Defence
Forces (IDF) claimed it was hitting military targets. Nine civilians were
reportedly killed, and considerable damage occurred to the Red Sea
ports that has reduced their capacity. Israel also struck two power
stations in Sanhan and Al Wahdah districts of Sana’a, causing
temporary power disruptions in Sana’a and Hudaydah.
While many missiles and other projectiles fired by the Houthis
from Yemen have been intercepted, on 20 December, a Houthi-fired
missile warhead damaged an elementary school in Ramat Gan in
central Israel. On 21 December, another missile landed in a
residential neighbourhood in Jaffa, causing damage to nearby
homes. Sixteen civilian injuries were reported in the latter incident,
including a 3-year-old child.
On 26 December, IDF airstrikes targeted Sana’a International
Airport, the Red Sea ports on Yemen’s western coast in addition to
power stations in Sana’a and Hudaydah, which the IDF said were
being used for military purposes. The risks of disruption to vital
humanitarian operations at a time when millions of people in Yemen
are in need of life-saving assistance are of grave concern.
The IDF’s 26 December strikes on Yemen have reportedly
resulted in at least six killed and dozens injured. A United Nations
Humanitarian Air Service crew member was also injured when the
airport was hit. A high-level UN delegation, headed by WHO
Director-General Dr. Tedros Adhanom Ghebreyesus, was also at the
airport in Sana’a when it was struck. The delegation had just
concluded discussions on the humanitarian situation in Yemen and
the release of UN and other personnel detained by the Houthis.
The United Nations continues to call for the immediate and
unconditional release of all UN and other personnel arbitrarily
detained by the Houthis.
Madam President,
I reiterate the Secretary-General’s grave concern about
intensified escalation. I also echo his calls that international law,
including humanitarian law as applicable, must be respected by all
parties. We appeal to all to respect and protect civilians and civilian
infrastructure. Humanitarian workers must be protected at all times.
Madam President,
We condemn attacks claimed by the Houthis, including on the
Santa Ursula in the Arabian Sea on 27 December. The US forces
targeted Houthi military facilities and weapons systems in Yemen on
16 and 21 December reportedly in response to Houthi maritime
attacks. There have also been unconfirmed reports of airstrikes on
27, 28 and 29 December in different parts of Yemen.
We reiterate that attacks originating from Houthi-controlled
areas in Yemen must stop. Security Council Resolution 2722 (2024)
must be fully respected in its entirety, which demands that all
attacks in the Red Sea must cease. No cause or grievance can justify
continuation of these attacks.
Attacks in Israel and Yemen, as well as in the Red Sea, are of
grave concern. Further military escalation could jeopardize regional
stability, with adverse political, security, economic and humanitarian
repercussions. Millions in Yemen, Israel and throughout the region
would continue to bear the brunt of escalation with no end.
We must do our utmost to reverse this negative trajectory and
support comprehensive efforts to end conflicts in the Middle East.
We must preserve a path toward sustainable peace and stability that
benefits all the peoples of the region.

Secretary-General’s Message for New Year
The Secretary-General said that throughout 2024, hope has been hard to find.
Wars are causing enormous pain, suffering and displacement. Inequalities and divisions are rife — fueling tensions and mistrust. The Secretary-General also reported that we have just endured a decade of deadly heat, with the top ten 10 hottest years on record.
This is climate breakdown — in real time, he said.
We must exit this road to ruin — and we have no time to lose, he stressed, adding that even in the darkest days, he has seen hope power change.
There are no guarantees for what’s ahead in 2025, he said, and pledged to stand with all those who are working to forge a more peaceful, equal, stable and healthy future for all people.
Yemen/Israel
This morning, Assistant Secretary-General for the Middle East, Asia and the Pacific, Khaled Khiari, briefed the Security Council about the hostilities between Israel and the Houthis which have taken an escalatory turn over the past weeks.
Mr. Khiari reiterated the Secretary-General’s grave concern about the intensified escalation and echoed his calls that international law, including humanitarian law as applicable, must be respected by all parties. He also appealed to all to respect and protect civilians and civilian infrastructure.
Mr. Khiari warned that further military escalation could jeopardize regional stability, with adverse political, security, economic and humanitarian repercussions.
Occupied Palestinian Territory
Turning to the situation in the Gaza Strip, the UN Office for the Coordination of Humanitarian Affairs warns that the very means of people’s survival are being dismantled. This includes an onslaught on health care, emergency services and humanitarian access alongside relentless attacks that kill and maim civilians by the hour.
The Director-General of the World Health Organization, Dr. Tedros Ghebreyesus, where said that Kamal Adwan Hospital of North Gaza is now out of service. He said that this follows the raid, forced patient and staff evacuation and the detention of the facility’s director on Friday.
Yesterday, OCHA, WHO, the World Food Programme, the Palestine Red Crescent Society, and the UN Department for Safety and Security, delivered basic medical and hygiene supplies, food and water to critical patients, caregivers and staff who were evacuated from Kamal Adwan to the Indonesian hospital in North Gaza that is non-functional.
OCHA said that ten patients were evacuated from the hospital, four of whom were arrested by Israeli forces at the checkpoint leaving the area. Seven patients along with 15 caregivers and health workers remain at the facility, which is severely damaged and has no ability to provide medical care. The team reported that the hospital has no water, electricity or sanitation.
Yesterday’s mission to North Gaza was exceptional because most of our attempts – over 150 since October – have been denied by the Israeli authorities. Even the few that were initially agreed to have faced heavy impediments.
Between Friday and Sunday, three of the four attempts to access the area were denied by Israeli authorities. Only this one was let through but faced major impediments. OCHA emphasizes that it should not require breaking a siege to help survivors in critical need. Aid workers must be granted safe and unhindered access to assist people wherever they are.
Armed looting also continues. Two incidents recorded over the past three days in southern Gaza have affected dozens of truckloads of supplies and further exposed drivers to serious risks.
Meanwhile, fighting and Israeli restrictions on commercial and other imports also persist. And these continue to dangerously paralyze the humanitarian operation, at a time when families urgently need more food, shelter materials, and clothing to survive the bad weather.

The FBI now says that the pickup truck driver responsible for a deadly rampage on Bourbon Street in New Orleans acted alone. A man in the rented truck rammed into a crowd in the city early on New Year's Day, killing 14 people and injuring dozens of others.
