Thank you for hosting this important session, here in Cali – a microcosm of our planet's rich biodiversity.
Excellencies, dear friends,
Nature is life.
And yet we are waging a war against it.
A war where there can be no winner.
Every year, we see temperatures climbing higher.
Every day, we lose more species.
Every minute, we dump a garbage truck of plastic waste into our oceans, rivers and lakes.
Make no mistake.
This is what an existential crisis looks like.
No country, rich or poor, is immune to the devastation inflicted by climate change, biodiversity loss, land degradation and pollution.
These environmental crises are intertwined. They know no borders.
And they are devastating ecosystems and livelihoods, threatening human health and undermining sustainable development.
The drivers of this destruction are embedded in outdated economic models, fueling unsustainable production and consumption patterns.
They are multiplied by inequalities – in wealth and power.
And with each passing day, we are edging closer to tipping points that could fuel further hunger, displacement, and armed conflicts.
We have already altered 75% of the Earth's land surface and 66% of its ocean environments.
Dear friends,
Biodiversity is humanity's ally.
We must move from plundering it to preserving it.
As I have said time and again, making peace with nature is the defining task of the 21st century.
That is the spirit of today's Declaration of the World Coalition for Peace with Nature:
A call for action to enhance national and international efforts towards a balanced and harmonious relationship with nature – protecting nature and conserving, restoring and sustainably using and sharing our global biodiversity.
A call to recognize the vital knowledge, innovations and practices of Indigenous people, people of African descent, farmers and local communities.
A call for life.
Excellencies,
Last month, UN Member States adopted the Pact for the Future.
The Pact recognizes the need to accelerate efforts to restore, protect, conserve and sustainably use the environment.
It emphasizes the importance of halting and reversing deforestation and forest degradation by 2030, and other terrestrial and marine ecosystems that act as sinks and reservoirs of greenhouse gases.
This means conserving biodiversity, while ensuring social and environmental safeguards – in line with the Paris Climate Agreement and the Kunming-Montreal Global Biodiversity Framework.
When the Framework was adopted two years ago in Montreal, the world made bold commitments to living in harmony with nature by mid-century.
Its goals and targets require robust monitoring, reporting, and review arrangements to track progress, as well as a resource mobilisation package to increase finance for biodiversity from all sources – mobilizing at least USD 200 billion per year by 2030.
But we must now turn these promises into action in four vital ways.
First – at the national level, all countries must finally present clear, ambitious and detailed plans to align with the Framework’s targets.
These national plans should be developed in coordination with Nationally Determined Contributions and National Adaptation Plans – with positive outcomes in the Sustainable Development Goals.
We must shift to nature-positive business models and production: renewable energies and sustainable supply chains… zero-waste policies and circular economies… regenerative agriculture and sustainable farming practices…
These must become the default for governments and businesses alike.
Second – we must agree on a strengthened monitoring and transparency framework.
This is not only vital for accountability but also about enabling course corrections and driving ambition.
Third – finance promises must be kept and support to developing countries accelerated.
We cannot afford to leave Cali without new pledges to adequately capitalize the Global Biodiversity Framework Fund, and without commitments to mobilize other sources of public and private finance to deliver the Framework – in full.
And we must bring the private sector on board.
Those profiting from nature cannot treat it like a free, infinite resource.
They must step up and contribute to its protection and restoration.
By operationalizing the mechanism on the sharing of benefits from the use of Digital Sequence Information on Genetic Resources, we will give them one clear avenue to do so, bringing more equity and inclusivity..."

This morning, the Secretary-General is in Cali, in Colombia, where he is attending the high-level segment of the 16th meeting of the Conference of Parties to the Convention on Biological Diversity (COP16). In his remarks, he highlighted that nature is life, and yet we are waging a war against it, a war where there can be no winner. He is in fact about to deliver those remarks and he is expected to warn that no country, rich or poor, is immune to the devastation inflicted by climate change, biodiversity loss, land degradation and pollution, adding that these environmental crises are intertwined, they know no borders.
The Secretary-General noted that when the Framework was adopted two years ago in Montreal, the world made bold commitments to living in harmony with nature by mid-century. He said that we must now turn these promises into acts.
This morning, he had a series of bilaterals. He met with Leslie Voltaire, the President of the Transitional Presidential Council of Haiti. They agreed on the need to expedite the political transition towards holding elections. In the meeting, the Secretary-General appealed to Haitian stakeholders to set aside their differences and work together for Haiti’s peace and security.
This afternoon, the Secretary-General will engage in discussions with indigenous people and local communities, as well as representatives of civil society, including youth and women.
And I think he just met with Gustavo Petro, the President of Colombia. Tomorrow, on the sidelines he will speak at an event on plastic pollution organized by the UN Environment Programme. He will also speak to journalists at a press conference before heading out of Cali and coming back to New York.
UNRWA
You saw that last night we issued a statement in the Secretary-General’s name in which he expressed his deep concern at the adoption yesterday by the Israeli Knesset of two laws concerning the United Nations Relief and Works Agency for Palestine Refugees in the Near East, better known to all of us as UNRWA, and the laws which, if implemented, would likely prevent UNRWA from continuing its essential work in the Occupied Palestinian Territory, including East Jerusalem, as mandated by the General Assembly of these United Nations.
The Secretary-General emphasized that UNRWA is the principal means by which essential assistance is supplied to Palestine refugees in the Occupied Palestinian Territory. There is no alternative to UNRWA.
He calls on Israel to act consistently with its obligations under the Charter of the UN and its other obligations under international law, including international humanitarian law and those concerning the privileges and immunities of the United Nations. National legislation cannot alter those obligations. He is bringing this matter to the attention of the General Assembly and will keep the Assembly closely informed on the situation as it develops.
Philippe Lazzarini, the Commissioner General of UNRWA, added that these bills will only deepen the suffering of Palestinians, especially in Gaza, where people have been going through more than a year of sheer hell. He said that these bills increase the suffering of the Palestinians and are nothing less than collective punishment. Mr. Lazzarini also sent a letter to the President of the General Assembly to express those concerns in detail.

A new piece of music believed to be by the Polish composer Frederic Chopin has been discovered.
The unknown waltz was unearthed in the vault of the Morgan Library and Museum in New York.
The rare manuscript - dated between 1830 and 1835 - was discovered by curator Robinson McClellan while he was cataloguing new collections.
He then worked with a leading Chopin expert to authenticate the score.

Super-strength drugs linked to hundreds of deaths have been found in samples of fake medicines bought online.
The BBC found more than 100 examples of people trying to buy prescription medicines such as diazepam - commonly used to treat anxiety, muscle spasms and seizures - and instead receiving products containing nitazenes.
The synthetic opioid drugs have been connected to 278 deaths across the UK in a year, according to the National Crime Agency.
Nitazenes can be stronger than both heroin and fentanyl.

International Video: Dozens killed in Israeli strikes on northern Gaza, say officials
Officials in Gaza say at least 45 Palestinians have been killed in a series of Israeli attacks - many of them in the Jabalia refugee camp in the north, which was hit by an airstrike. Israel said it had targeted militants. (Subscribe: https://bit.ly/C4_News_Subscribe)
And one man has been killed and 32 people were injured, after a truck rammed into a bus stop near Tel Aviv.
Egypt's president has proposed a two day ceasefire in Gaza - along with the release of four hostages... there's been no immediate response from Israel or Hamas.

International Video: Israel launches retaliatory airstrikes on Iran
The conflict across the Middle East escalated further overnight when Israeli jets launched dozens of air strikes against several locations in Iran. (Subscribe: https://bit.ly/C4_News_Subscribe)
Iran says the targets were military bases in Tehran and the south west regions of Ilam and Khuzestan.
Missile defence systems were targeted close to the capital's main airport, as well as surrounding military facilities.
And today in Lebanon, Israel has continued to hit Beirut, along with areas in the south.
In retaliation, Hezbollah says it launched a drone attack on an airbase south of Tel-Aviv. And Israel intercepted a barrage of missiles north of Haifa, acoss Upper and Western Galilee.
And more violence too in Gaza City, where several people have been killed in an Israeli strike.
