Built in the 1960s, the Blatnik Bridge, which connects Duluth, MN, and Superior, WI, is often referred to as the “Twin Ports.” The bridge is a vital freight, commercial, and pedestrian connection between the two communities. It provides mobility for local, regional, and international commerce, as well as serving the general population. Every year, 950,000 trucks use the bridge to carry 3.4 billion tons of goods all the way across America and into Canada. But due to its condition, this bridge can no longer accommodate overweight and oversized loads and without investment, the Blatnik Bridge was expected to close by 2030 due to safety concerns. The Biden-Harris Administration awarded the project $1 billion from the Bipartisan Infrastructure Law. This project will address the significant structural deterioration, improve safety concerns at the interchange on either end of the bridge, provide a new, safe multimodal connection between the communities, and improve overall operational performance. It will also support 10,000 jobs.

Since its inception in the 1960s, the Vine Street Expressway has represented a threat to the Chinatown community, despite years of protest. Upon completion in the 1990s, the highway effectively separated the neighborhood with 13 lanes of traffic, dividing the community. With over 100,000 vehicles a day passing through a mixed-use neighborhood, the expressway causes daily threats ranging from pedestrian and road safety to air and noise pollution, among others. The Department of Transportation awarded $159 million through the Reconnecting Neighborhoods and Communities (RCN) Grant program to cap over the Vine Street Expressway with greenspace and implement other improvements to address historic inequities, reconnect the Chinatown community, and improve quality of life. The solution was advanced and supported by the local community. The investment is part of $3.3 billion in grant awards for 132 projects in over 40 states through the RCN program and is aimed at reconnecting communities that were cut off or harmed by transportation infrastructure decades ago.

Today, the Biden-Harris Administration is breaking ground and cutting ribbons on projects across the country to rebuild our roads and bridges, expand passenger rail, improve and upgrade ports, modernize our airports, and build a clean energy economy for all Americans. To date across the Biden-Harris Administration, nearly $570 billion in Bipartisan Infrastructure Law funding has been announced for over 66,000 projects and awards in all 50 states, D.C., and U.S. territories. — 196,000+ miles of roadway are being repaired or improved from coast to coast – enough to cross the U.S. 65 times. —11,400+ projects to build, repair, or modernize America’s bridges are moving forward. — 630+ transportation projects have been announced across more than 195 Tribal Nations. — 580+ port and waterway projects have been announced by either U.S. DOT or the Army Corps of Engineers to strengthen supply chain reliability, speed up the movement of goods, reduce the costs of everyday items, and lower carbon emissions. —1,500+ airports are modernizing their terminals, expanding operations, or improving their runway infrastructure. —1,600+ communities in all 50 states have been funded to improve roadway safety for drivers, cyclists, and pedestrians. — Nearly 320 rail projects nationwide have been announced, including those that will modernize and expand America’s rail network, deliver the first high-speed rail systems in the country, replace aging infrastructure on America’s busiest rail corridor in the Northeast, make freight rail safer, and eliminate or improve 400+ highway-rail crossings.
